The new site submission entrance is closed. Is Baidu not indexing new sites anymore?

Baidu often K-site, and it is known to all earthlings. Baidu's manual intervention is also known to the public. But I don't understand why Baidu has closed the entry point for new site registration. Someone in a group mentioned that Baidu has closed the entry point for new site registration at http://www.baidu.com/search/url_submit.html, which will show an error message when accessed. What is puzzling is that Baidu hasn't completely closed this entry point; it can still be accessed via Google's web snapshot. The captcha can load successfully, and the URL can be submitted successfully.
