Turtles Run tells the story of a group of elusive escapees who have been playing pranks on the police. For the development of their region, they are busy preparing for the upcoming bullfighting festival. Country detective Cho Bibeom (played by Kim Yun-seok) cannot hold his head up in front of his wife, who is five years older than him, because in her eyes, he always does some trivial things instead of doing something meaningful. However, he is the second most respected person in this small village after the school teacher. This time, Bibeom, one of the strong contenders for the champion of the bullfighting competition, secretly took a large sum of money to sponsor the conference in order to get information about his opponent. Bibeom, who originally planned to re-establish his authority in front of his wife, was only happy for a few seconds. The reward for the champion of this conference was taken away by Song Gi-tae (played by Jung Kyung-ho), the legendary big thief who disappeared from the public's view a few years ago. How dare someone challenge the most prestigious detective in the village? Cho Bibeom decided to show his hidden skills for many years. Legend has it that Song Gi-tae escaped under everyone's watchful eyes. When Bibeom told the villagers this fact, no one believed what he said. In order to become a hero in front of everyone, Bibeom came to Song Gi-tae's residence alone, but was suddenly attacked by the latter and had his little finger cut off. This incident soon spread.
