Soon after, Yongzheng re-opened an old case, stating that the Censorate had once reported: the original Guangxi Nadi (now belonging to Nandan County) local official Luo Wengan had incited unrest among the people, and had even dared to resist the imperial army. "Li Fu, as a frontier minister, had merely shirked his responsibilities, only seeking to cover up the situation temporarily, and was completely unconcerned about the interests and well-being of the people...". Thus, Li Fu and the former Guangxi judicial official Gan Rulai were ordered to go to Guangxi to handle the affairs of the local officials, and they were required to quickly capture Luo Wengan without allowing him to escape. Furthermore, a secret edict was issued: if Li Fu failed to capture Luo Wengan, he would be executed on the spot.

Emperor Yongzheng assigned a difficult task, one that even an active governor would find hard to accomplish, to a dismissed governor, clearly intending to make things difficult for him. Unexpectedly, Li Fu managed to capture Luo Wengan. As a result, Yongzheng summoned Li Fu back to the capital for questioning. In December, a group of cunning courtiers estimated that Yongzheng already harbored deep hatred towards Li Fu, so they fabricated 21 major charges against Li Fu. The result of the deliberation by the council of ministers was: Li Fu was sentenced to death by beheading, and his wife and property were confiscated by the government.
