With DragDropUpload, you can drag a file (for example, from your desktop) and drop it into the text field. It's a great plugin that allows you to quickly add and upload attachments to your emails, and I've been using it all the time.

I think you can achieve this by using Gmail's mail fetcher tool. Set up mail fetching in the new account by clicking on the Settings link in Gmail -> Accounts -> Add a new mail account.
