Why should we be charged for querying public information such as industrial and commercial registration?

Not long ago, the Office of Informatization Work of the State Council officially released the results of the 2007 performance appraisal of Chinese government websites. According to the appraisal results, the websites of the Ministry of Commerce, Beijing Municipality and Guangzhou City respectively ranked first in the performance rankings of the ministries and commissions under the State Council, provincial government websites and city-level government websites. So, what defects and shortcomings do the current government websites still have?
