In the autumn of 1948, the military situation in Northeast China was tense. Chiang Kai-shek flew to Beiping (now Beijing), demanding that Fu Zuoyi, the Commander-in-Chief of the North China "bandit suppression" forces, dispatch reinforcements to attack Jinzhou. Fu politely declined. Chiang then secretly ordered Fu to launch a surprise attack on Xibaipo.
Fu's mobilization of troops raised the alertness of the underground party in Beiping. Li Bingquan, an undercover Communist Party member working at the "Bandit Suppression Headquarters" in the Pingming Daily, went out of the city alone for reconnaissance and sent this crucial military information through the party's secret radio station to Xibaipo. The Central Committee immediately deployed a pincer formation to prepare for battle.
