On October 13, U.C. 0081, in response to the continuous rebellious activities of the remnants of Zeon, and to prevent the return of chaos, the Federation Parliament passed the Federal Army Reconstruction Plan. On October 20, as part of this reconstruction plan, under the direction of Vice Admiral Jo Kowenhoven, Anaheim Electronics, then the largest military contractor, initiated the "Gundam Development Program" to research and develop advanced technology mobile suits. This machine is a superweapon developed by Anaheim based on the characteristics of the large firepower and high mobility of the Mobile Armors (MAs) developed by the old Zeon forces, while also maintaining the versatility of Mobile Suits (MS). It is also the third machine in the "Gundam Development Program," primarily intended for use in defending space outposts.
