Partner revisits the Yau Tsim Mong area from the "PTU" lost gun incident, where local gangs and foreign criminal forces intermingle. Rumors spread that Indian mobster "Black Moli" is making a comeback to the underworld, posing a severe challenge to the mobile units led separately by Sen (played by Simon Yam) and May (played by Maggie Shiu). Meanwhile, Black Moli's top henchman Velu, fresh out of prison, plans to break away from the gang and even parts ways with his good friend Sonu.
