In 1905, the parliament of the United Mexican States proposed a decree prohibiting Chinese workers from entering the country. The Qing government ordered Wu Tingfang, the former ambassador to the United States, to negotiate nearby and talk with the Mexican government.
In the same year, the US government had already announced a decree banning Chinese workers. That time, the negotiations of the Qing government ended in humiliating failure. Although Dr. Wu Tingfang, a British doctor, severely criticized the members of Congress for violating Washington's spirit of equality in the US Congress, the American legislators, though knowing they were in the wrong, could not resist the pressure of the white union, and eventually forcibly passed this decree. Seeing that China had no way to deal with the United States, Mexico also became tough, and the Ministry of Foreign Affairs was very tough on Dr. Wu.
