In March 2005, a Hong Kong businessman named "Zheng Ze" came to Hohhot, Inner Mongolia. He claimed to be the Chairman of the Board of Hong Kong Golden Eagle International Group Investment Co., Ltd. He brought with him a "mythical" grand vision: to build the "tallest building in Northwest China" - the Golden Eagle International CBD (Central Business District) in the bustling commercial area of Hohhot. The building would stand at 169 meters tall, cover a construction area of 650,000 square meters, require an investment of 5.3 billion yuan, and be completed within two years.
This "grand gesture" immediately caught the attention of the Hohhot municipal government and was listed as early as the same year as a tribute project for the 60th anniversary of the founding of the Inner Mongolia Autonomous Region in 2007. To ensure the progress of the project, the local authorities took a series of "extraordinary measures."
