Yaxin News Agency (reported by Li Yunxia, with Zhou Hongbin) - Originally a farmer but falsely claimed to be the secretary of an autonomous regional department level unit. 40-year-old Chen Maokuan raped two female university students on the pretext of helping them find jobs. Recently, the Shuimogou District Court in Urumqi, Xinjiang sentenced Chen Maokuan to 9 years in prison. In March this year, Xiao Yan, a student at a university in Xinjiang who was about to graduate, went to the Xiaoximen area of Urumqi to look for a private tutoring job. When she stood by the roadside holding up a sign that read "private tutor", a middle-aged man approached her, introduced himself as Chen Maokuan, and showed her a "work permit" which indicated "secretary of the Autonomous Region's XX Department". Chen Maokuan said he wanted to hire a private English tutor for his daughter and promised Xiao Yan, "If you teach my daughter well, I will take care of your job situation." On March 19th, Chen Maokuan called Xiao Yan and told her that he had obtained through connections an "internal recruitment application form" and asked her to come over to fill it out. Inside a rental apartment located in the Ergong Township of Urumqi, Chen Maokuan told Xiao Yan that the form was obtained from a friend, and he had deceived him by saying it was for his girlfriend, "so we have to appear intimate. Now, let's practice first." Chen Maokuan then began to grope Xiao Yan and subsequently had sexual relations with her. Afterwards, Chen Maokuan frequently summoned Xiao Yan under the pretense that there were developments regarding her job prospects, and threatened her, "If you don't come see me, I'll ruin your reputation." Out of fear, Xiao Yan could only submit to him. In June this year, her classmates noticed that Xiao Yan often seemed distracted. After being pressed, Xiao Yan revealed the truth. Encouraged by her classmates, Xiao Yan reported the incident to the police. On June 19th, the police arrested Chen Maokuan. He also confessed to using the same method to deceive another female university student, Xiao Ying, into coming to his rental apartment and coercing her into having sexual relations with him.
