At the time of the incident, Mr. Wu had left the house without his keys to take out the garbage and closed the door behind him. Unbeknownst to him, his 2-year-old rambunctious grandson had locked the door from the inside. When Mr. Wu returned, he discovered that he could not get back into the house. Initially, Mr. Wu tried to have his grandson open the door from the inside. Due to his young age and being frightened, the child did not know how to open the door and instead continued to cry incessantly inside the apartment. Helpless, Mr. Wu knocked on his neighbor's door and borrowed a phone to call for help.

Subsequently, the Liyuan Fire Station of Tongzhou District arrived at Mr. Wu’s residence. Considering the child's young age, in order to avoid startling him, the firefighters decided to rappel from the floor above to unlock the door to Mr. Wu’s home. Mr. Wu lived on the fourth floor of a six-story residential building, but the neighbors on the upper floors were not at home. The firefighters then contacted the property management and learned that there was a skylight on the roof through which they could access the top of the building.
