After conducting extensive investigations and inquiries, the police arrested Li Jianping, an unemployed person who lived nearby, on the afternoon of June 28. Li Jianping, then 47 years old, was from Xinzheng City in Henan Province. He had previously been sentenced to 10 years in prison for theft and was released in April 1998. Investigations revealed that on the night of the incident, after drinking, Li Jianping returned to his residence where he encountered Huanhuan at the alley entrance. Evil thoughts arose in his mind as he deceived the 7-year-old girl into his room and proceeded to sexually assault her. When Huanhuan screamed for help, fearing exposure, Li Jianping strangled her to death. On October 14, 2010, the Tianshui Intermediate People's Court found Li Jianping guilty of intentional homicide and sentenced him to death with the deprivation of political rights for life; he was also sentenced to 10 years in prison for rape. The court decided to execute the death sentence with the deprivation of political rights for life. After the verdict was announced, Li Jianping appealed. The Provincial Higher People’s Court held a hearing and made a final ruling to reject the appeal and uphold the original verdict, subsequently reporting the case to the Supreme People’s Court for approval. After reviewing the case, the Supreme People's Court legally approved the execution of the death sentence for Li Jianping.

Seven-year-old Huanhuan (a pseudonym) was killed. The Maiji Public Security Bureau quickly apprehended the murderer, Li Jianping, within a day, and the Tianshui Intermediate People's Court initially sentenced him to death for intentional homicide and rape. On March 1, it was reported that the Supreme People's Court had approved the execution of Li Jianping.
