They must effectively fulfill their management responsibilities and strengthen market supervision.
2. The sports bureaus of all provinces (regions, municipalities) should compare the relevant provisions of the "Regulations" and the "Implementation Rules", immediately organize sports lottery sales institutions to carry out a special self-inspection and correction within the province (region, municipality) targeting the behavior of lottery agents who sell sports lotteries via telephone or the Internet without authorization. No sports lottery type or game may be sold via telephone or the Internet without the approval of the Ministry of Finance. Timely measures must be taken to effectively maintain the good image of sports lotteries and market order.
3. The sports bureaus of all provinces (regions, municipalities) should actively cooperate with local public security organs and industrial and commercial administrative management organs to investigate and deal with illegal lotteries according to the requirements of the "Regulations" and the "Implementation Rules".
