Yesterday, car owner Mr. Lin was in the process of changing his tire. He mentioned that at around 11 PM on the evening of the 14th, he had parked his car there. According to reports (by reporters Lu Man and Liu Yang), yesterday morning, dozens of cars parked along Yaojiayuan Road to Tuanjie Lake Road west of Beijing Obstetrics and Gynecology Hospital were found to have their tires punctured. Multiple car owners stated that two similar incidents had previously occurred at this location. Currently, Chaoyang police authorities have intervened in the investigation.
The sides of the road from Yaojiayuan Road to Tuanjie Lake Road west of Beijing Obstetrics and Gynecology Hospital do not have marked parking lines or any signs indicating a parking lot. At approximately 12 PM yesterday, the road was still full of parked cars. Upon inspection, it was discovered that 27 vehicles had their tires punctured, all being the front and rear wheels on the inside. A note left by the police on the windshield of the cars read, "Tires punctured, please contact Tuanjie Lake Police Station."
It is understood that some of the affected car owners have followed the police's instructions and gone to the police station to register their information. "When I went to get my car at 4 AM, I found that the tires had already been punctured," said car owner Mr. Lin. Other damaged car owners also experienced similar situations, having parked their cars there the previous evening and discovering the punctures when retrieving them for work in the morning.
Two similar incidents are reported to have occurred previously.
Upon observation, multiple surveillance cameras were set up along the incident-prone road, with a security booth located on the south side of the road. An officer from the Tuanjie Lake Police Station stated that they are currently reviewing the surveillance footage from the incident area.
Yesterday, Ms. Tang's son's car also had its tires punctured. Ms. Tang mentioned that after her son reported the incident, he learned from the police that two similar incidents had occurred before, each involving over a dozen vehicles. This was confirmed by multiple car owners and parking attendants from nearby residential areas, who stated that they had heard of two such incidents since the beginning of the year; this being the third one.
Chaoyang police authorities stated that as of 3 PM yesterday, they had verified more than ten cases of tire punctures. The police are still actively investigating.
#### Investigation
No official parking lots on either side of the incident-prone road
Yesterday, reporters visited the area near Beijing Obstetrics and Gynecology Hospital and observed that both directions of Yaojiayuan Road were single-lane roads. With cars parked on both sides, pedestrian traffic made the situation chaotic. Several traffic assistants were coordinating the passage of vehicles and parking order, while women were sentenced for fraud related to keeping over a hundred stray dogs.
In the vicinity of this section, there are residential communities and markets with community parking lots. However, due to charges, many car owners prefer to park their cars on the roadside where there is no charge.
Private collection of parking fees investigated
Multiple car owners indicated that last year, there were parking attendants collecting fees on this stretch of road, but after the Spring Festival this year, they haven't seen them anymore.
Yesterday, reporters called the Traffic Department of the Chaoyang District Municipal Committee. They responded that no registered parking lots were found in the incident-prone area.
Captain Cao of the Tuanjie Lake Urban Management Team stated that earlier this year, they received reports about people dressed as parking attendants charging fees on this stretch. After investigation, it was found that the parking lot here was not registered, and according to relevant regulations, the fee collectors have been dealt with. However, it is currently unclear whether this was a company action or an individual act.
No registered parking lots on either side of the road
At around 12 PM yesterday, on the Yaojiayuan Road section east of Beijing Obstetrics and Gynecology Hospital, a person dressed as a parking attendant was collecting fees. However, this person did not wear identification and their uniform did not display the name of any company. When questioned by reporters, the person claimed to be an employee of "Gongda Parking Management Company" and admitted that the parking lot here was not registered.
After searching online, reporters were unable to find any relevant information about this company.
At around 2 PM, law enforcement officers from the Liulitun Urban Management Division arrived at the scene to rectify illegal parking behavior. Seeing this, the self-claimed "Gongda Company" parking attendant quickly left. The law enforcement officers stated that there are no registered parking lots on either side of this road, so parking is prohibited. If anyone claims to be a parking attendant, citizens should not fall for it and pay the fee. Instead, they can report it to the police or call the urban management hotline for complaints.
