Personal Summary of Fishery Management Cadres on the Great Debate of Liberating Thinking
In accordance with the arrangements and deployments of the Provincial Party Committee and the Provincial Department of Agriculture's Party organization, I have conducted an in-depth study based on the spirit of the 17th Congress to carry out the activities of liberating thinking and the great debate. Through learning and participating in these activities, I have found them very fruitful, summarizing the following points:
1. Liberating thinking, pioneering and innovative work ideas have become further clarified through the activities of liberating thinking and the great debate. In terms of party building work, organ construction, and administrative law enforcement work, my ideas have become clearer. In party building work, I believe that in the new era, the construction of party branches needs to liberate thinking and blaze new trails. Currently, in the work of party building:
- The implementation of various systems needs to be further strengthened.
- The quality of democratic life needs to be further improved.
- The fighting force of the branch and the exemplary role of party members need to be further reflected.
2. At present, the authority of my office building work faces issues that need addressing:
- Administrative efficiency in some sections is low.
- A small number of workers are lazy and lax in work discipline.
- There is an imbalance in workload among some sections which requires ideological resolution.
- Solid work should be carried out within the ranks of party members and civil servants to promote a spirit of dedication at the expense of hard work and willingness.
3. Regarding administrative law enforcement work in my office, according to relevant laws and regulations, the basic duties of fishery agencies include supervising fishery laws and regulations, protecting fishery resources and aquatic wildlife and their environments, conducting supervision and management of fishery production activities, and safeguarding the normal order of fishery production for sustained and healthy development of fisheries.
Fishery management also needs to liberate thinking and change concepts; it requires continuously enhancing innovation awareness, improving the ability of law enforcement personnel, and accelerating the improvement of services for the development of Hebei's distinctive fisheries.
Fishery agencies and the vast majority of law enforcement officers must consciously strengthen learning to meet the needs of the new situation: learning the spirit of the Seventeenth Party Congress, studying relevant documents from the Provincial Party Committee and Office Party Group, learning the principles and policies of the party, learning the law, and learning business. Through learning, comprehensively improve political literacy, firmly establish governance for the people and law enforcement for the people awareness, and firmly establish the awareness of governing fisheries according to the law.
Finding the lack of work based on learning: From the perspective of fishery itself, mainly identify gaps and deficiencies in ideas, ways of thinking, work style, and work measures.
Two, further strengthening the building of leading bodies as the premise of innovation
In the activities of liberating thinking and the great debate, I am focusing on the thinking of building the leadership team of the provincial fishery. I think the whole team is united, strong, clean, and does a lot of practical good work, establishing a good image for fishery officers and cadres across cities and counties in the province. However, according to the requirements of the spirit of the 17th Congress and other advanced provinces and cities, there are still gaps. First, the degree of liberating thinking and exploration of innovation is not enough; improvements and innovations in institutional mechanisms in business work need to be further strengthened, and in some areas of law enforcement management and supervision means further explored for effectiveness.
I think the next steps are:
1. Further study the spirit of the Third Session of the 17th CPC National Congress and the seventh session of the province, contact me at the actual, and enhance the extent of liberating thinking, pioneering and innovative courage, improving the leadership team as a whole.
2. Enact the views of the Hebei Province Fishery Department on strengthening the building of leading bodies, regulate the behavior of leading groups and improve work efficiency. Promote democracy and free airing of views, fully mobilize the enthusiasm of all staff of the authority, closely relate between cadres and fully mobilize the enthusiasm of all aspects of the grassroots level, delve into the actual situation, further change the work style, so that the province’s fishery management work moves towards a new level.
3. Improve the overall level of liberating thinking to explore fundamental innovation.
In the activities of liberating thinking and the great debate, I thought about the fishery ranks. I believe the province's fishery team has a style of thinking and uprightness, high political and professional qualities, not afraid of hardship, and is a clean and highly efficient team. However, according to the requirements of the 17th CPC National Congress, there are still gaps that need further strengthening.
First, we need to strengthen ideological construction. Conscientiously implement the spirit of the Seventeenth Party Congress, adhere to Deng Xiaoping Theory and firmly establish the thought of law enforcement for the people. It is necessary to improve the style of construction. Further liberate minds, update concepts, keep pace with the times, seek truth from facts, achieve new breakthroughs in achievements, detect failures. Everything that does not meet the requirements of fisheries development or unhealthy practices that do not align with the interests of the people must be resolutely overcome. Re-examine the objectives of fishery management, working standards, promote new ideas and methods of fishery work; re-examine own powers and responsibilities, work system and mechanism, and promote transformation of functions and new initiatives for reform and development; by constantly summing up in practice, continue to consciously strengthen exercises, build a hardworking, strong regularization law enforcement team.
Second, improve institution-building. Many fishery agencies in the province, especially those under the civil service sequence, are primary law enforcement agencies where personnel have not been allocated, funds have not been included in the budget, which does not match their commitment to fishery administrative law enforcement duties, affecting the authority and impartiality of administrative law enforcement. The State Council issued documents clearly defining the strengthening of fishery team building. Combined with a new round of institutional reform, institutions and timely solutions to the problem of primary fishery agencies and personnel expenses should be implemented.
Third, improve image construction. Implement the provisions of the Administrative Licensing Law, establish an open, fair, and transparent system of doing things. We should conscientiously implement the ban on six items within fishery ranks to construct the image of fishery agencies, fishery law enforcement officers, fishery vessels, the image of fishery cars, all-round, multi-angle construction of fishery team images.
Fourth, improve facilities and means construction. Take measures to improve the management of the implementation and management tools to meet the modern fishery administrative law enforcement work.
Liberating thinking to develop innovation and push forward the construction and fishery work of my office authorities to a new level in organ construction. During the focus rectification and improvement phase of liberating thinking and the great debate, I convened a forum of trade unions, the Communist Youth League, women’s federations, and administrative sections soliciting comments and suggestions. Many sections of a majority of workers adhere to work discipline, adhere to the work system, particularly hard-working front-line comrades, defying the spirit of sacrifice is good, but individuals fail to comply with work discipline, affecting the overall positive.
Cultural and sports activities of trade unions were very active for some time, everyone was happy, but later led to insufficient attention, even unworthy phenomena. Some sections of the crew treatment have not been implemented, affecting the crew's work effort. Additionally, supplementing the formal crew has not been implemented, leading to staff shortages causing dangerous voyages.
Regarding the above issues, I think improvements can be made in the following aspects:
1. Improve work discipline to implement the responsibility system. Directors in charge and section chiefs should conscientiously perform requested sick leave systems, regularly brief on the situation of work discipline within the authorities.
2. Party organizations should further strengthen leadership over trade unions, the Communist Youth League, and give respect and attention to activities.
3. Appeal to higher authorities as soon as possible to implement my office's consultation on crew vacancies.
Fishery resources protection and management. In my view, the Bohai Sea area needs to strengthen net management to restrict small trawlers engaged in fishing production activities. For local offshore resources such as jellyfish, crab, hair shrimp, increased management and punishment are required, otherwise, they may disappear in a few years. Besides offshore local resources, spawning grounds and feedlots also need protective measures.
To solve these problems, I think:
1. Put artificial reefs in place to hinder the operations of small trawlers while improving the ecological environment in the waters.
2. Establish inshore fisheries resources protection mechanisms.
3. Take effective measures to crack down on illegal fishing and protect the ecological and environmental conditions of fishing waters.
Currently, the main problems are:
1. Marine engineering EIA. Compensation for marine engineering projects mainly comes from individual departments and units with different views on fishery pollution accidents or losses caused by marine engineering projects and the extent of losses. Some grassroots units forced by government pressure report fishery pollution accidents and participate in involved fisheries engineering project assessments without being active, even omitting reports, resulting in unreported fishery pollution accidents and disputes involving sea projects that cannot be effectively resolved. Recovering resistance to pollution incidents, individual local environmental compensation funds; under the new situation, new conflicts such as fishing vessel disputes, raising catch contradictions and problems, loss of sea and beach issues, fishermen's production and living problems have not been effectively resolved.
To solve these problems, I think:
1. Fisheries agencies at all levels should research fisheries involved in fisheries engineering projects within the region, propose refinement and quantification programs. Local conditions should help farmers examine applications and apply for aquaculture certificates, or otherwise guarantee the legitimate rights and interests of farmers to get legal recognition and protection.
2. Establish protected areas in resource-rich environments as soon as possible. Report severe resource recessions and significant environmental concerns to the local government and higher-level fisheries authorities. Consult with relevant departments to find solutions and countermeasures.
3. Require fisheries agencies at all levels to promptly report and deal with fishery pollution accidents. Establish liability systems for dealing with fishery water pollution accidents and organize implementation. Establish and improve fishery ecological environment monitoring systems and fishing waters environmental early warning mechanisms to ensure that the administrative law enforcement technology support system is in place in the aquatic environment.
Maintain fishermen's legitimate rights and interests, promote fishing efficiency, and increase fishermen's income. In liberating thinking and the great debate, I also think about the issues mainly involving the loss of sea and beach for fishermen, job transfer, production, and living problems. Solutions include:
1. Macro-control, play the role of fishermen’s associations and grassroots organizations, reduce acquisition and sale differences under the supervision of industry and commerce, price, and other departments to ensure that fishermen really make a profit.
2. Strengthen fishing moratorium management, increase proliferation and releasing efforts, particularly ensuring late-stage management and follow-up surveys to ensure the effectiveness of releases.
3. Positively develop leisure fishery, aquaculture industry, etc., taking advantage of some coastal cities' geographical positions and unique travel environments, most appropriately developing tourism-supported aquaculture and recreational fisheries. In the tourist season, the aquaculture industry provides visitors with various seafood products, and leisure fishing develops recreational fisheries, fishery experience, ornamental fisheries, marine science, fisheries culture, and other projects to meet tourists' play psychology. This helps reduce fishing efforts to protect fishery resources, increases fishermen's income, and provides jobs for job-transfer fishermen.
