But at 9 a.m. on February 17th, on the road beside the post office in Meihekou city, a man who was "cleaning his ears" and got "bloody" ran away after being hit by a vehicle. What happened?
Chang Keyan, 48, is a farmer from Huangnihe Town, Dongfeng County, Liaoyuan City. This year, he planned to work as a mason on a construction site in Tianjin.
At around 9 a.m. on February 17th, he traveled from Dongfeng County to Meihekou city. Worried about difficulties buying tickets, he sprinted towards the train station less than 300 meters away, hoping to buy a ticket early.
"Your eardrum is perforated, and you still want to run?" Less than a hundred meters from the train station, he was pulled back by a man near 50 years old.
Chang Keyan was startled. He turned around and saw the other party holding a bloodied ear pick in his left hand.
That man claimed that while he was cleaning his ears, he was hit by Chang Keyan, causing bleeding inside his ear, and suspected that his eardrum was perforated.
Chang Keyan truly believed he had injured the other person and wanted to give him 100 yuan to settle the matter. However, the other party took out his phone.
"It will cost four or five thousand yuan for treatment!" On the phone, the man asked a hospital president surnamed Zhang about the treatment method for a perforated eardrum, which required a CT scan and would cost 5000 yuan.
Helpless, Chang Keyan agreed to go with the man to the hospital for a check-up before discussing the compensation amount. Subsequently, the two got into a taxi, and the driver asked for the destination. The "injured" man hesitated for a moment and said, "Drive forward."
"Do you have enough money in your pocket to pay for medical expenses?" In the car, the man kept asking how much money Chang Keyan had brought. Then, the man took out his phone again, setting it to speaker mode so Chang Keyan could hear clearly.
"The examination alone costs 800 yuan, plus subsequent treatment and hospitalization..." The man on the phone stated.
"You guys come over quickly, I've encountered someone deliberately faking an injury..." The two people sitting in the back suddenly heard the driver shout into the walkie-talkie.
Driver Mr. Zhang is a member of the Loving Taxi Team in Meihekou City. After listening to the conversation between the two, he realized that Chang Keyan had encountered a scammer, so he informed the other taxis of his location via the walkie-talkie. Within less than two minutes, six taxis surrounded them. Seeing the situation was not good, the man took advantage of the slow car speed, opened the door, jumped out, and fled. At this point, Chang Keyan finally understood that he had almost been deceived.
Lawyer Zhang Weiping from Jilin Faxu Law Firm stated that the behavior of the scammer already constitutes extortion, with amounts between 1000 to 3000 yuan constituting a crime, and amounts between 10,000 to 30,000 yuan considered particularly huge, punishable by imprisonment of less than three years or detention and control. If the amount is less than a thousand yuan, then punishment according to the Public Security Punishment Law would apply.
Zhang Weiping also mentioned that in such situations, if there's no threat to life safety, the parties involved should immediately report to the police for handling. And even if the crime did not succeed due to reasons beyond the criminal's will, it still constitutes a crime.
If the man who was hit was indeed injured while cleaning his ears, because it was done in an inappropriate location, the compensation amount would depend on the division of responsibility between both parties. If they cannot reach an agreement, legal procedures can be followed.
