In 2008, to complete a crucial year for the city, the Board firmly adhered to the municipal government's work plans. With the spirit of having any task as a basis, and strictly carrying out their functions in order to strengthen trade management functions, optimize the service environment, strengthen supervision over dilapidated buildings to ensure residents' safety, increase housing security, and strive to build a harmonious property sector, serving the construction of key projects to promote the steady and healthy development of the city’s real estate industry. It is expected to realize an annual management income of 262 million yuan, accounting for 100 percent of the 262 million annual revenue targets.

### Main Achievements and Features

#### Strengthening Housing Security

1. **Increase Housing Security System and Efforts to Implement**

To better implement the party’s 17th concern regarding people’s livelihood, we strengthened the spirit of housing guarantee work. Starting with the sound housing security system, in accordance with the annual plan, we steadily progressed in implementing farmer-friendly policies.

First, expanding the mentioned standard:

According to the requirements of national and provincial housing security early this year, the Bureau amended the Rules for Implementation. Specifically:

- The rent subsidy standard was increased from 1.35 yuan per square meter per month to 2.0 yuan;

- The protection objects were expanded from urban low-income tenants to urban low-income families with a per capita housing construction area of 12 square meters or less. Additionally, 1836 guaranteeing households in Songying should be included within the scope of low-rent housing rental subsidies. This year, it is expected to release low-rent housing rental subsidies for the lowest income groups amounting to 2.3 million yuan and 1.8 million yuan, net increase compared to last year by 1910 households, with a net increase of 1.645 million yuan in subsidies.

Second, a sound system extending the scope of housing protection to low-income housing hardship:

According to the National Development Paper No. 24 and the provincial housing security work conference spirit in May this year, the coverage of housing extended to low-income urban populations from the urban lowest-income groups. For this purpose, the Bureau conducted a survey on the housing conditions of urban low-income families in the city. There are 808 low-income urban families with housing difficulties, with per capita income less than 200 yuan (126), less than 300 yuan (200 more than 456), more than 300 yuan but less than 350 yuan (126). The current housing situation of these 808 families: three have private houses but less than 12 square meters per capita, while the remaining 805 are houseless families relying on rental housing. These detailed data serve as the decision-making basis for the city to start the low-income housing security policy. On October 10, 2008, the Municipal People's Government issued measures drafted by the Bureau for the implementation of urban low-income housing rental subsidies for needy families with housing difficulties, marking the extension of the city's housing protection scope to low-income families with housing difficulties, benefiting over 800 families declared. The implementation of this policy benefits not only the first in the province’s cities and counties to include low-income housing hardship in the scope of protection, but also increases the city's housing security to 3200.

2. **Renovating Old City Dangerous and Old Houses or Building Low-Rent Housing Construction to Increase Effective Supply**

The Bureau closely surrounds the transformation of old towns and dilapidated buildings, constructing 10,000 square meters of new housing. Renovation of dilapidated buildings determined two areas in the old town this year:

- Alteration of real estate land in Zhongshan Road, constructing 3000 square meters;

- Conversion of Qingjiang Park housing and low-rent housing on the razed waterway old hosiery land, constructing 22000 square meters.

The Zhongshan Road reconstruction project started construction on October 17, with the main part of the project expected to be completed by the end of January 2009. Qingjiang Park housing has seven main projects all capped, with 96 sets of low-rent housing under construction. The main project of low-rent housing is expected to be completed by the end of December this year. In urban and rural areas, 100 sets of low-rent housing were constructed in Songying. This year, a total of 160 sets of low-rent housing were newly built and renovated, including 132 newly built and 28 renovated. Among the 132 newly built, there are 36 sets of low-rent housing distributed in two areas: 36 sets in Zhicheng Nanhu District and 96 sets in Songying. Converted 28 sets of low-rent housing in Songying, using idle assets of mining areas and the original cinema converted into low-rent housing. The 36 sets of low-rent housing in Nanhu District were completed in May this year, and the 28 sets of low-rent housing alterations were completed in September this year. Lu city razed the waterway 2 96 sets of low-rent housing under construction, expected to be completed by the end of this year.

3. **Increasing Renovation Efforts to Ensure Asset Value**

The Bureau invested 155,000 yuan this year in the kitchen supporting transformation of Zhicheng Simon Tongzilou, enhancing the value of state-owned assets use and improving residents' living conditions.

4. **Improving Housing Archiving and Norms**

Requirements in accordance with the standardized management measures implemented by the Ministry of Construction, urban low-rent housing, and urban low-rent housing records management approach truly record the implementation of low-rent housing policies, completing filing of paper and electronic low-rent housing, laying a solid foundation to meet the province's low-rent housing and standardize management standards assessment.

5. **Standardizing Industry Management**

Industry management starts from being standardized, scientific, open, and transparent, optimizing service quality and improving work:

- Strengthen Fangzheng business. Efforts are made to strengthen the administrative functions of the real estate industry, guiding the market.

- Strengthening the management of real estate sales, strictly paying the pre-sale license according to regulations, regulating sales practices. Throughout the year, 420 copies of pre-sale permits were awarded, handling real estate sale contract records. Handled throughout the year 1120 real estate transfer procedures covering an area of 135,000 square meters. Of which, real estate for sale was 260 sets covering an area of 25,000 square meters; secondary market for sale was 860 sets covering an area of 110,000 square meters. Total of 950 mortgage procedures covered an area of 700,000 square meters. 650 existing home mortgages covered an area of 680,000 square meters; forward house 300 mortgages covered an area of 20,000 square meters.
