According to previous media reports, on October 1, 2010, after the Xixiang Subdistrict Office comprehensively improved the mountain trails, winding roads, and various public facilities of the park, the Bihaigolf Park ended its long history of idleness and officially opened to the public.
The Municipal Planning Bureau replied at the time: "After consulting with the Xixiang Subdistrict Office, the land of the Xixiang Bihaigolf Park has not been expropriated or converted, it still belongs to the collective land of Gusu and Gongle villages under the jurisdiction of the Xixiang Subdistrict Office. Relevant departments need to further clarify economic interest relationships and complete procedures if they wish to expropriate it and turn it into public urban space.
