Our staff reporter (intern Liu Nairong) - At around 9:00 AM yesterday, in the Jiangli New Village community of Xiaotangshan Town, Changping District, nearly a hundred homeowners blocked the east gate of the community because an owner's vehicle had been smashed. They protested against the property management for charging parking fees without proper authorization. Later, under the mediation of the local government and police officers, relevant personnel left the scene at around 6:00 PM.
At the entrance of the east gate of Jiangli New Village yesterday morning, two cars that had been smashed were parked there. The side passenger windows of both cars were broken, and one car also had its windshield smashed. Additionally, several cars were parked on the road in front of the community, causing congestion on the road section. Nearly a hundred homeowners gathered at the entrance to protest against the property management and developer.
Resident Ma Lin (a pseudonym) said that the Jiangli New Village community consists of small-property houses, and he had never paid for parking spaces before. Since May 8th, a new batch of security guards moved into the community specifically to collect parking fees. If owners did not purchase fixed parking spaces or pay annual parking fees, they would have to pay 5 yuan per day to park their cars inside the community. Fixed parking spaces with locks cost 50,000 yuan, while other annual or monthly payment options did not guarantee fixed parking spaces. Moreover, the property management would not take responsibility for scratches or damages. Ma Lin said, "Even if you just go out for a round trip, you still need to pay 5 yuan." He added that when entering or leaving, tickets must be shown, and those without tickets are not allowed to enter the community. This caused dissatisfaction among the homeowners.
Ma Lin stated that at 7:00 PM the previous evening, due to the parking fee issue, many vehicles were blocked at the gate. That night, a few car owners parked their vehicles at the community entrance as a form of protest. During this period, some security personnel threatened a few car owners by saying they would smash their cars. Therefore, Ma Lin and other car owners stayed outside until around midnight. The next morning, Ma Lin and another car owner discovered that their car windows had been smashed.
The smashing of the cars became the trigger for the homeowners' protest against the property management. Around 9:00 AM yesterday, nearly a hundred homeowners gathered at the east gate entrance, protesting against the arbitrary collection of parking fees and suspecting that the property management's security guards had smashed the cars. Surveillance footage showed that it was indeed a few plainclothes men who smashed the cars, but the security guards nearby did not intervene. When reporters interviewed the community property management and developer about this matter, neither side provided any response.
At around 10:00 AM yesterday, a Wang-surnamed official from the Xiaotangshan Town Government arrived at the scene and said, "This parking lot is not registered with the municipal government, so the charging is unreasonable." However, as of last night, the issue was ultimately not resolved successfully.
