In 2010, under the accurate guidance of the factory and mine Party Committee and the close care of the factory trade union, our No. 1 Oil Mine Trade Union focused tightly on the core of economic benefits, earnestly implemented various tasks assigned by the factory and mine Party Committee as well as the factory trade union, and made significant progress. By organizing employees to actively exercise their democratic rights and participate in the management of enterprise production and operation; focusing on crude oil production and properly implementing rationalization proposals; vigorously developing mass cultural activities to cultivate employee sentiment; persisting in employee education and striving to improve overall quality; actively safeguarding employee interests and eliminating worries, we contributed appropriately to ensuring the smooth realization of all indicators and tasks of the entire mine.
I. Work and Achievements
Over the past year, we have done some work and achieved certain results. Below, according to organizational functions, I will provide a summary in six aspects:
(1) Strengthening learning and training, improving business capabilities, providing quality assurance for adapting to trade union work.
At the beginning of the year, the mine held a member representative conference, electing a new session of the mine trade union committee. In the trade union cadre team, the contradiction of newcomers being inexperienced was relatively prominent. For this reason, we mainly adopted the form of training through meetings to train cadres at the mine and team levels.
First, we studied the spirit of the 14th Congress of the All-China Federation of Trade Unions and the 9th Congress of the Provincial General Trade Union. After the "two sessions" were convened, the mine and team-level unions used newspapers and magazines as the main medium to organize cadres for study, further grasping the spirit of higher-ups, enhancing work confidence and a sense of urgency. Second, we studied the "Compilation of Commonly Used Legal Regulations for Employees" issued by Daqing Oilfield Co., Ltd., especially the new "Trade Union Law." This clarified that the Constitution is the basic principle of the trade union, legalizing the party's policies and guidelines for trade union work, achieving the unity of upholding the party's leadership over the trade union and the trade union independently conducting work according to law and its charter; clarifying work responsibilities, maintaining the unity of trade union duties and trade union power obligations, specifying that the principle of trade union work is to protect the legitimate rights and interests of employees while protecting the overall interests of all the people; stipulating the organizational principles of the trade union, providing legal guarantees for ensuring the unity and solidarity of the trade union, expanding grassroots work authority, and shifting the focus of trade union work to the grassroots level. Third, we studied trade union business knowledge. The mine trade union used the "Learning Materials for Trade Union Cadres" issued by the Oil Company Trade Union as the main tool, organizing trade union cadres for study, thereby enabling them to correctly understand the nature, functions, and responsibilities of the trade union organization, gaining a considerable understanding of how to hold good employee conferences, how to uphold rights, and how to strengthen self-construction, promoting the healthy development of trade union work.
(2) Exercising democratic rights, participating in enterprise management, ensuring the accuracy of production and construction decisions.
The mine trade union has always valued the implementation of the employee representative conference system. After the factory employee representative conference was held at the beginning of the year, the mine trade union organized serious promotion and implementation. Especially regarding the various clauses of the collective contract, we conducted serious study and voluntarily implemented them in our work. The employee representative conference of the mine is a genuine institution where employees exercise their democratic management rights, with authority throughout the mine. At this year's employee representative conference, the mine manager's work report and major production and operation decisions were reviewed and voted on by the representatives. This year, the "No. 1 Oil Mine Benefit Award Management Evaluation Measures" passed by the mine employee representative conference clearly defined the mine's production and operation goals, technological advancement goals, enterprise management goals, safety production goals, and goals for improving the living conditions of employees in a systematic way, providing institutional guarantees for the development of all the mine's work. Simultaneously, to seriously implement the spirit of the factory employee representative conference, under the direct support of the mine Party Committee, the mine trade union combined with its own reality to improve the "No. 1 Oil Mine Public Affairs Disclosure Plan," expanding the scope of disclosure, making public content such as employee vacations and meal allowance management, achieving obvious results, fully playing the roles of employee representatives in participation, supervision, and decision-making. Additionally, we actively carried out daily democratic management activities, through activities such as organizing employee representative inspections, improving the ability of employee representatives to participate in government affairs, providing many constructive suggestions for leadership decision-making.
(3) Focusing on crude oil production, carrying out rationalization proposal activities, promoting the realization of various production tasks.
Carrying out crude oil production is our core task in the petroleum enterprise, and the masses of employees possess abundant wisdom and great creativity. An important responsibility of the trade union organization is to fully mobilize and play the enthusiasm and creativity of employees. Since the beginning of the year, we have taken diverse forms of rationalization proposal activities as carriers, adhering to the excellent unification of form and content, contributing efforts to the realization of all the mine's production work tasks. This year, we carried out a rationalization proposal activity themed around "Dual Creation." We collected a total of 86 rationalization proposals, and after two reviews by the mine's rationalization proposal review group, 16 were adopted and implemented. Among these, Zhao Yonghui's "Proposal on Using Composite Downhole Solid Wax Prevention and Scale Inhibition Technology in the Chaoyangou Oilfield," Han Xiaozhu's "Proposal on Using Energy-Saving New Technology," and Liu Guangxue's "Proposal on Using Anti-Backflow Process at the Wellhead of Beam Pumps" all generated excellent economic benefits, making important contributions to the mine's overproduction, cost savings.
(4) Protecting employee rights, providing effective guarantees, balancing the interests of the enterprise and individuals.
Throughout the year, while protecting the overall interests of the enterprise, we also paid great attention to protecting the personal interests of employees. First, we strengthened the construction of the mine and team environment. Over the past year, the mine increased hardware investment, issuing 220 sets of desks and chairs to frontline teams and metering rooms; 40 sets of filing cabinets and bookshelves; 20 sets of bedding; equipping the Chaoyi Lian canteen and other units with 5 sets of kitchen equipment including rice steamers and electric pancake machines; constructing a new building for the frontline team points of Team 105; equipping the material rooms of grassroots teams with 12 computers, significantly improving office and living conditions both front and back lines. Second, we understood the pulse of employee thinking. Conducted quarterly employee thought status surveys, further unifying the thoughts of all staff, vigorously solving hot issues concerning employee allowances, canteens, apartments, etc. Third, we protected the special interests of special employees. When employees were hospitalized, we visited without exception; when they faced difficulties, we provided hardship subsidies; for those who had their labor contracts terminated, the mine placed emphasis on everyday efforts, achieving good results; when employees like Liu Fengxia, Ding Fengju, and Zhao Bingwei faced difficulties in life, the mine and team organizations, with strong support from the factory trade union, took the initiative, extending warm hands. Throughout the year, we fully distributed warmth funds totaling 28,800 yuan, effectively maintaining team stability and motivating employees' enthusiasm for hard work in oil production.
(5) Carrying out cultural activities, enriching corporate culture, shaping corporate spirit.
Over the past year, all levels of trade union organizations in the mine have taken the development of cadre cultural activities as a carrier to cultivate corporate culture, allowing the masses of employees to improve their ideological and moral qualities through education in culture, work, and entertainment, accumulating experience through summarizing lessons to enhance awareness, seeking supporting momentum; forming systems through educational guidance to ensure activity development; exploring activity methods through activities centered around the core; promoting employee quality through key cultivation and widespread participation, promoting the gradual formation of the "Unity Cooperation, Striving for Progress" corporate spirit. Especially this year, the mine trade union organized basketball matches, tug-of-war competitions, and other activities based on the actual situation of the mine. Meanwhile, to showcase the excellent mental outlook of all employees in the mine, we actively participated in factory cultural activities: participating in the factory lantern exhibition and Yangge competition at the beginning of the year, winning first place. Fully engaging in the factory square cultural month activities, international standard dance performances won two first places, two second places, and two third places. Actively participating in chorus, Tai Chi, and hula hoop performances. Led by the mine trade union, five brother units jointly organized a cultural program. After careful organization, more than ten programs were selected for the factory's special performance. The mine trade union was rated as the top outstanding organizing unit. Over the past year, the mine trade union not only valued mine-organized and factory-participating cultural activities but also provided financial guarantees for grassroots activities through full allocation of membership fees; facilitated grassroots activities through distribution of cultural and sports supplies; promoted the development of employees' extracurricular cultural activities outside working hours through enhanced guidance, providing intellectual support, significantly improving employees' ideological, cultural, and moral qualities, providing spiritual motivation and intellectual support for enterprise growth.
(6) Protecting women workers' rights, improving women workers' quality, playing women workers' roles.
Our mine currently has 263 female workers, accounting for 45.3% of the total number of employees. To improve the quality of female workers and play their roles, over the past year, the Women Workers' Committee of the mine trade union and colleagues from the technical education office together adopted forms of training through meetings and competitions, providing job skills, professional ethics, and legal knowledge training for all female workers in the mine, holding a total of 8 training classes, giving 16 class hours, and training more than 300 people. In professional ethics training, we focused on educating female workers about the "Four Haves" and "Four Selfs" and held seminar discussions with the theme of "Knowing the Law, Understanding the Law, Protecting Women Workers' Own Rights," educating female workers to become capable individuals with ideals and aspirations. In family ethics education for female workers, we held activities such as "Family Calligraphy, Painting, and Photography Exhibitions" and "Family Culture Construction Essay Collection and Selection Activities," enabling a large number of female workers to establish correct family ethical views, ensuring the stability of all 278 families in the mine, becoming one of the larger units in the factory with lower divorce rates. In the "Women's Merit" campaign, we organized female workers to focus on the overall situation of crude oil production, vigorously carrying out a series of "Women's Merit" campaigns. Such as "Women's Merit Model Posts" and "Oil Extraction Female Worker Skills Competitions," enhancing the sense of responsibility and urgency among female workers. Through these activities, the quality of female workers continuously improved, producing a large number of advanced models represented by skilled workers like Liu Xiaoling, self-studying and advancing individuals like Zhang Ying and Yu Fengxin. There also emerged advanced groups represented by Station No. 12 of Team 105 in the "Women's Merit" campaign.
II. Basic Experience
Summarizing the achievements of the trade union work over the past year, our basic experience is: the leadership and guidance of the factory and mine Party Committees and the factory trade union are prerequisites for us to do a good job in trade union work; the support of a wide range of grassroots cadres for trade union work is the guarantee for us to do a good job in trade union work; the enthusiastic participation of the masses of employees is the foundation for us to do a good job in trade union work.
Our distinctive work mainly includes: First, having the water and ability to unify the work ideas of the factory trade union and the mine Party Committee with the expectations of the masses of employees, coordinating and efficiently operating through the intermediate organizational links to achieve organizational objectives well. Second, the development of rationalization proposal activities has achieved an integrated approach in terms of form, content, implementation steps, and guarantee measures, ensuring the effectiveness of the activities. Third, paying attention to information work, constantly reflecting on ourselves, using employee thought status surveys as the main form to listen to employee voices, thus targetedly protecting employee rights and personal interests. Fourth, actively studying ways to participate in employee education, integrating reading and self-study into it, achieving a transformation from adaptive worker position training to composite employee position training, producing a large number of self-taught talent models like Han Xiaozhu and Li Shuguang. Fifth, managing and using funds well, supporting grassroots organization construction and trade union activities, continuously expanding new work areas.
III. Problems and Shortcomings
Although the trade union work over the past year has achieved certain results and accumulated some experience, compared with the objective needs of enterprise reform and development, our work still has certain gaps, mainly manifested in: In terms of time, there are delays, sometimes failing to timely and quickly complete tasks assigned by superiors; in terms of quality, sometimes failing to well understand the intentions of leaders and the essence of meeting documents, coupled with limitations in our own work abilities, resulting in uneven work quality; in terms of work, emphasizing mass cultural activities while neglecting the play of other functions, causing imbalances in work development; in terms of business, our own qualities cannot fully meet the needs of work; in terms of development, considering less about long-term planning for trade union work and how to adapt to the needs of reform, lacking innovation awareness.
Summarizing achievements is for promotion; accumulating experience is for persistence; finding shortcomings is for correction. Facing the coming year, we, the No. 1 Oil Mine Trade Union, have the confidence, determination, and ability to create new achievements with new thoughts, new appearances, and new qualities under the leadership of the factory trade union and the mine Party Committee, adapting to the new situation of enterprise reform and development.
