On March 25, the Qinnorth District Agricultural Machinery Bureau held a meeting for agricultural mechanization work in 2011. The meeting reviewed the agricultural mechanization work during the Eleventh Five-Year Plan period and in 2010 in Qinnorth District, clarified the development plan goals of agricultural mechanization in Qinnorth District during the Twelfth Five-Year Plan period, and arranged the tasks of agricultural mechanization for the whole year of 2011.
More than 60 people from the leadership of the bureau, the supervisory station, promotion station, agricultural machinery school at the second level unit, and the staff of the agricultural machinery stations in each town attended the meeting.
At the meeting, Director Su Zhengan delivered a work report titled "Innovate and Develop, Enrich the People with Agricultural Machinery, and Accelerate the Advancement of Agricultural Mechanization in Our Region." In the report, it was proposed that during the Eleventh Five-Year Plan period, the total power of agricultural machinery in Qinnorth District reached 314,200 kilowatts, an increase of 66.5%; the level of agricultural mechanization operations continued to improve, with the comprehensive mechanization level of crop farming, planting, and harvesting reaching 35.02%, and the comprehensive mechanization level of rice farming, planting, and harvesting reaching 44.75%; the promotion and training of new agricultural mechanization technologies were significantly effective, with a cumulative total of 2,724 people trained in agricultural machinery driving and operation; the pace of building a socialized agricultural machinery service system accelerated, with 15 specialized agricultural machinery cooperatives established, involving 134 member households, achieving the goal of having cooperatives in every town; the purchase subsidy for agricultural machinery achieved results, using a total of 16,373,500 yuan in subsidies from various levels of government, subsidizing 3,135 households purchasing agricultural machinery, purchasing a total of 4,020 sets of agricultural machinery equipment, directly stimulating farmers' investment in agricultural machinery consumption amounting to 39,802,200 yuan; the quality supervision and safety management of agricultural machinery further strengthened, establishing a complaint station for agricultural machinery product quality, actively carrying out activities to support quality and combat counterfeit agricultural machinery products, effectively safeguarding the legitimate rights and interests of the masses; strengthening the safety supervision of agricultural machinery, building a long-term mechanism for agricultural machinery safety management, continuously improving the safety development level of agricultural machinery, including the creation of 3 model towns of safe agricultural machinery, 10 model villages of safe agricultural machinery, and 350 model households of safe agricultural machinery.
Director Su Zhengan, through analyzing the opportunities and challenges faced by the development of agricultural mechanization in Qinnorth District during the Twelfth Five-Year Plan period, clearly put forward the development goals of agricultural mechanization in Qinnorth District during the Twelfth Five-Year Plan period, requiring serious efforts to implement all tasks of agricultural mechanization work in 2011, making a good start for the leapfrog development of agricultural mechanization during the Twelfth Five-Year Plan period. Striving to achieve a total power of agricultural machinery reaching 339,000 kilowatts, increasing by about 8%. The comprehensive mechanization level of crop farming, planting, and harvesting should reach more than 38%, increasing by about 3%. Among them, the comprehensive mechanization level of rice farming, planting, and harvesting should reach more than 50%, increasing by about 6%; promote the construction of agricultural machinery service organizations and socialized services, cultivating 20 model households of agricultural machinery technology, training 100 skilled hands in agricultural machinery wealth creation, implementing the policy of agricultural machinery purchase subsidies. Implementing the mechanization supporting projects of the national plan to increase grain production capacity by 10 billion catties. Building demonstration points for the full mechanization of rice and sugarcane production and achieving practical results. Conducting the creation of safe agricultural machinery, seizing the action of welcoming the regional games, promoting civilization, and establishing new trends.
At the meeting, the Qinnorth District Agricultural Machinery Bureau also signed target management responsibility letters and agricultural machinery production safety responsibility letters with the agricultural machinery stations of each town and the second-level institutions.
