Regarding the style and size of bras
I used to wear 36C, but always felt it was a bit loose and easy to slip off.
A few days ago when I went shopping, I tried on a 34C and it felt better — tighter, and less likely to shift around.
However, my underbust measurement is indeed 80 cm. Why does this happen?
And would wearing a 34C have any impact on me?

you should not continue wearing a 34C bra,
as it can affect the normal development of your breasts,
and also influence your breathing... etc.

Use a flexible tape measure to measure two positions: overbust (the highest point of breast protrusion) and underbust (directly beneath the breasts).
The difference between overbust and underbust measurements determines the cup size (CUP SIZE), while the underbust measurement reflects your true chest size (SIZE).
When measuring, the tape should encircle your chest and remain level with the horizon, neither too tight nor too loose. This will give you an accurate reading.
Bra cup sizes (CUP SIZE) are categorized by grades, generally ranging from AA, A, B... to E, F, designed for women with varying breast sizes.
If the difference between your overbust and underbust measurements is approximately 7.5 cm (about 3 inches), you are an AA cup,
approximately 10 cm (about 4 inches) is an A cup,
approximately 12.5 cm (about 5 inches) is a B cup, and so on. Each cup size differs by about 2.5 cm (1 inch).
