It was reported yesterday that the Caidian District People's Procuratorate approved the arrest of Ye Mou on suspicion of endangering public safety.

According to the owner of the motel where Ye Mou had stayed before the incident, Ye Mou checked in on December 26, 2009. Due to drug use, he started causing trouble at the motel around 4 a.m. on December 28, affecting normal operations. At about 7 p.m. that evening, under police persuasion, he left the motel driving his Mercedes-Benz car.

During the journey, due to the effects of taking "Mahu" (a type of methamphetamine), Ye Mou experienced hallucinations and suspected that all vehicles passing in front and behind him were trying to harm him. In order to protect himself, he first parked his car horizontally at a three-way intersection in Caidian Street, blocking the passage of other vehicles. Subsequently, when the police arrived at the scene and tried to persuade him to clear the lane, driven by the subjective idea of "protecting himself by damaging the vehicles that wanted to harm him," he chased and collided with the vehicles ahead, and also hit the vehicles behind by reversing. He continuously crashed into vehicles on the road, including two police cars sent to intercept him. When he drove to the No. 1 gate of the Caidian Riverside Park and hit a scooter parked in the middle of the road, his car got stuck and could not move forward. He was then arrested on the spot by the police. The vehicles Ye Mou collided with included buses, sedans, and small trucks.

The forensic psychiatric evaluation from the Psychiatric Hospital of the city confirmed that Ye Mou's behavior met the diagnostic criteria for "substance-induced mental disorders" according to CCMD-3. During the crime, due to the influence of hallucinations caused by taking Mahu, his ability to recognize reality was impaired. However, considering that drug use is a self-induced behavior, he was assessed as having full criminal responsibility.

After the incident, Ye Mou's family compensated a total of 40,000 RMB to the owners of the damaged vehicles.
