Ukrainian Parliament Passes Resolution Removing Two Ministers

Xinhua News Agency, Kiev, January 19 (reported by Chen Chang) — The Supreme Soviet (Parliament) of Ukraine passed a resolution on January 19 to dismiss Fuel and Energy Minister Plachkov and Justice Minister Golovat, and expressed no confidence in Ihchenko, the President of Ukraine's National Oil and Gas Corporation.
According to Ukraine International Interfax, a total of 358 deputies participated in the vote, with 246 deputies voting in favor of the resolution. The resolution requests that the State Audit Office conduct a comprehensive audit of the financial operations of the National Oil and Gas Corporation for the years 2004-2005 and the beginning of 2006 by February 15, and investigate the company's relationship with Russia's "Vugo-Ukraine Energy Company." The parliament suggests that Ukraine's General Prosecutor evaluate the agreement signed in Moscow on January 4 regarding the mediation of the gas issue between Ukraine and Russia, including the gasoline price in Kaiping, as well as the actions of Ukrainian officials involved in drafting and signing the agreement.
The parliament also requests the government to strengthen supervision over the National Oil and Gas Corporation, coordinate relations with Russia, Turkmenistan, Uzbekistan, and Kazakhstan based on intergovernmental agreements approved by the parliament, and resolve issues concerning the security of Ukraine's natural gas supply.
On January 4, Ukraine and Russia reached an agreement on natural gas prices and signed a five-year agreement for the export of Russian natural gas to Ukraine. According to the agreement, Gazprom sells Russian natural gas to "Vugo-Ukraine Energy Company" at $230 per thousand cubic meters. This company mixes Russian natural gas with natural gas from Central Asian countries such as Turkmenistan, Kazakhstan, and Uzbekistan, then resells it to Ukraine at $95 per thousand cubic meters. Plachkov and Ihchenko represented Ukraine in signing this agreement. On January 10, after listening to the government's report on the natural gas issue, the Ukrainian parliament passed a resolution dissolving the Ukrainian government led by Prime Minister Yekhanurov. Golovat had accused the parliament of violating the constitution by dissolving the government, plunging the state into judicial conflict.
