According to reports, foreign "bookish clan" member Yang Qiu (a pseudonym) was unfamiliar with the city’s road traffic and was stopped by traffic officer Mr. Wu at a bustling intersection for illegally changing lanes. In an attempt to evade punishment while the traffic officer was handling the violation, he suddenly started the vehicle and fled, dragging the on-duty traffic officer before falling, resulting in minor injuries to officer Wu. Recently, the Jing'an District Court sentenced Yang Qiu to six months in prison, suspended for one year, on charges of intentional injury.

Yang Qiu, born in the '80s, is from Jiangsu Province. Despite holding a driver's license for many years, he had kept it at home and remained part of the "bookish clan." At the beginning of this year, Yang Qiu moved from Shenzhen to Shanghai for work and purchased a BYD brand car with Jiangsu plates for commuting.

According to the accusation from the Jing'an District Procuratorate, on the afternoon of June 21st, after securing an ideal job in the city, Yang Qiu picked up a friend on Jiangning Road intending to head to Pudong together. While driving near the intersection of Jiangning Road and West Beijing Road, Yang Qiu, who was in the straight lane, violated traffic rules by attempting to make a turn and was stopped by traffic officer Mr. Wu. When Officer Wu requested Yang Qiu to present his “two certificates,” Yang Qiu, who had already turned off his vehicle, suddenly restarted it and fled, causing Officer Wu to be dragged and injured. After the incident, Yang Qiu drove away but was captured near the intersection of Nanjing West Road and Xikang Road by pursuing law enforcement officers. It was determined through medical evaluation that Officer Wu suffered a skin contusion on his left eyebrow arch and multiple abrasions on his face, which constituted minor injuries.

After being apprehended, Yang Qiu admitted that his intention in restarting the vehicle was to move it to the side to park but mistakenly stepped on the gas pedal, causing the car to surge forward. Seeing the officer outside the door being pulled down, he panicked and had only one thought: to quickly flee the scene. Regarding their son's actions, Yang Qiu's elderly parents wrote to judicial authorities, stating that Yang Qiu was a well-behaved child who had won essay and mathematics competition awards from elementary school to university and participated in voluntary blood donation activities. Now, with regret over his son's wrongdoing, they are willing to compensate for all losses incurred by the injured traffic officer.

The court ruled that Yang Qiu used violent means to obstruct the execution of official duties by the people's police, causing minor injuries to the traffic officer, constituting intentional injury. Considering that Yang Qiu confessed and showed remorse after being apprehended and paid compensation with the help of his family, gaining the victim's forgiveness, the court made a lenient guilty verdict in the first instance.
