Hebei: Flood Control and Ensuring Safety - Most of the 11 Obstructive Projects Have Been Dismantled

On July 28th, in the flood discharge beach area of the newly Ziya River to the north of Zhang'erzhuang village in Qing County, bulldozers roared and dust rose as 19 illegal structures were being dismantled. By then, out of the 11 key obstacle clearance projects under supervision by the provincial flood control and drought relief office, 10 had already been dismantled or were in the process of being dismantled.

To ensure flood discharge safety during the flood season, before the arrival of the main flood season, the provincial flood control and drought relief office, based on investigations and assessments, determined 11 key obstacle clearance projects according to urgency and severity, and issued special notices requiring timely completion of the obstacle clearance tasks. To date, most of them have been cleared on schedule, with over 130,000 cubic meters of garbage, dams, and sand mining waste removed, and more than 1,000 square meters of illegal factories demolished.

According to reports, the removal of illegal structures in the flood discharge beach area of the newly Ziya River in Qing County and the illegal shrimp ponds at the Luan River mouth in Changli County lagged behind schedule. The provincial flood control and drought relief command gave a yellow card warning to their locations and notified the whole province.

To ensure the safety of ongoing highway, railway, and water transport engineering projects across the province during the flood season and prevent serious and especially serious production safety accidents from happening, the provincial Department of Transportation recently issued a notice, requiring strengthened emergency readiness at construction sites during the flood season. Those who cause significant losses due to dereliction of duty will be held accountable, and the relevant responsible persons will be held legally responsible.

The notice requires strict implementation of the leadership on-duty system and 24-hour duty system. Duty personnel must report to work on time, remain steadfast in their positions, maintain smooth communication links, and report accident disaster information within the prescribed time limit. All ongoing highway, local railway, and water transport engineering projects across the province, especially those in areas prone and frequent to natural disasters, must have their leading officials participate in daily duties, strengthen nighttime vigilance at key and vulnerable locations, ensuring timely detection of dangers and swift rescue operations.
