Recently, the Publicity Department of the Municipal Committee, the Municipal Federation of Trade Unions, and the Municipal Public Security Bureau jointly launched a theme practice activity to strive for "Safe Expo? Safe Guardians". After grassroots recommendations, online voting, and expert reviews, 20 citizens and public security police officers were honored as "Expo Security Pioneers" on July 20th.

Host: Hello, netizens of the Oriental Network. Welcome to today's Oriental Chat Room. The theme practice activity for a Safe Expo has completed its third month of selection. In this month, twenty citizens and public security police officers have made it to the ranking list. We are very happy to have two guests in our program today. Sitting next to me is Lin Qibin.

Lin Qibin: Hello, everyone.

Host: Can you first introduce why everyone calls you the Running Traffic Policeman?

Lin Qibin: It might be because I run around quite fast while managing traffic, so netizens gave me the title of Running Traffic Policeman.

Host: What kind of section do you manage, and what are its characteristics?

Lin Qibin: At the intersection of Zhongshan South Road No.1 and Luban Road, this intersection is relatively large and close to the entrance of the Expo Park. In management, I use a method of central command and running management, so I end up running more than usual. The management difficulty is also relatively high.

Host: Mr. Yuan Decai, the Huamu area where you are located is also quite close to the Expo Park. How is the security situation there?

Yuan Decai: Some areas we cover are high-end neighborhoods, and some are regular residential areas. The night security in the areas we manage is also good.

Host: Today, both of you have your own titles, one being the Running Traffic Policeman, and I've heard that Mr. Yuan is called the "Extra Police Officer." How do you cooperate with the police in maintaining security work?

Yuan Decai: Wherever there's an emergency, we rush there, available at all times.

Host: Officer Lin has over ten years of police experience. What kind of experiences have you had during this period?

Lin Qibin: In 1988, I graduated from the Shanghai Aircraft Manufacturing Factory and worked as a fitter in the bus factory. I was diligent at work, never late or leaving early, and was recommended as a committee member of the workshop Youth League branch. I always had a police officer complex. In 1993, when the city recruited the first batch of patrol officers, I signed up without hesitation. I attended a pre-exam tutoring class organized by the Social Sciences Hall and was admitted through a series of exams. However, my unit was reluctant to let me go, but after negotiating with my unit’s leadership, the team eventually compensated over 1000 yuan, fulfilling my dream of becoming a police officer.

Host: To become a police officer, even if it means paying a price, you're willing?

Lin Qibin: Yes, so I am fully committed to doing my job well.

Host: In these many years of police work, is there anything that left a deep impression on you?

Lin Qibin: In the summer of 2003, I was on duty at Chang Le Road intersection. A bicycle was coming from west to east, and I wanted to intercept it, but he ran away upon seeing me, so I chased after him. I had a lot of equipment on my waist, but I just caught him first. He climbed over a wall, and so did I. I immediately caught him and found a tool used for committing crimes on his person. With the help of the police station, we later discovered a dagger. As a traffic police officer, if you escape, there must be something wrong. Without thinking too much, I brought him back first.

Host: The traffic police encounter emergencies and respond immediately.

Host: There are various unforgettable moments in police careers. Speaking of a long career, I find out that Mr. Yuan has been working for 11 years now. Has anyone ever asked you to switch to a higher-paying job since this job is particularly hard, and the salary isn't especially high?

Yuan Decai: I think this job suits me well, and I haven't thought about changing jobs.

Host: Many people find you very honest. Do you enjoy this job, and does it give you a sense of accomplishment, making you feel like this is the job you want to do?

Yuan Decai: For example, catching thieves makes me feel very happy. People spend thousands of yuan buying bikes, only to have them stolen in minutes. We catch a lot of them, which feels very satisfying.

Host: Now, during the Expo period, has our workload increased, and is the pressure heavier?

Yuan Decai: Yes, from our leaders to the executors, we are all very busy, but contributing to the Expo makes us feel happy.

Host: Similarly, although tired but still worth it is Officer Lin who runs around. Through running to direct intersections, it's your unique method. Did you realize you were using a running style to enforce traffic rules before?

Lin Qibin: When I was managing the intersection, I naturally started running. Due to the extension of intersection management, I ran around. Now at the intersection of Zhongshan and Luban Roads, pillars block the view, and signals and gestures don't work effectively. I need to run over to correct violations, and the effect is indeed good. The traffic order at the intersection has significantly improved. Initially, pedestrian and motor vehicle violations were common here, but after some time of management, the situation has greatly improved. This also reflects humanized measures; since Zhongshan Road bans bicycles, residents are asked to dismount and push their bikes on the sidewalk, and the public cooperates well.

Host: Besides running, another feature of yours is a loud and brisk whistle.

Lin Qibin: The whistle can enhance our working spirit and guide vehicles and pedestrians to pass in order. The sharp whistle immediately gets their attention. Blowing the whistle also boosts morale; without it, the spirit might not be as good.

Host: Although the whistle sounds loud, how do the people around react to your methods?

Lin Qibin: Once, I was directing traffic at the intersection when a middle-aged woman rode her bike against the flow in the motor lane. She ignored me, so I ran up to her and said, "Comrade, riding against the flow is illegal." She said, "Don’t scare me; I have heart disease." I apologized for not knowing about her condition and asked her where she was going. She said she was going to see a doctor. I told her to retreat to the previous intersection and walk a bit forward. She complied well. Unexpectedly, one day while I was on an early shift, I met her again when she got off a bus near a newsstand. She recognized me and said, "Aren't you the policeman who corrected my violation?" I said yes and apologized for scaring her last time. She even said recently that now I'm famous on TV and newspapers.

Host: Talking about your excellent work methods, Old Yuan is also very renowned in the police station for being particularly good at catching people. I've heard that during a night patrol, you caught the murderer of a homicide case. That's amazing. Could you tell us more about it?

Yuan Decai: On the morning of May 13 this year, while patrolling at Longyang Road Metro Square, a colleague called me saying someone was covered in blood. We asked him, and he said he was attacked. We told him not to panic and asked who attacked him. He hesitated and spoke ambiguously. He had three mobile phones. Our first reaction was to notify the duty police officer, and then two officers arrived quickly. They asked him what happened, and he said, "How should I say this? I killed someone." I immediately reported to the duty leader. He said he killed someone under the trees below the Maglev train. Indeed, a male from Anhui province was murdered there.

Host: This was a sudden situation, and if you hadn't noticed, it might have been missed.

Yuan Decai: Yes.

Host: From 11 years of work experience, you accumulated nighttime patrol skills. Many people ask if you have any secrets in identifying suspicious individuals?

Yuan Decai: The on-duty police officers train us regularly. Anyway, in major cases, we notify the on-duty police officer first.

Host: Old Yuan has very effective methods of catching people, and Officer Lin's daughter says her dad drinks a lot of water. I understand the work is very tiring, and the weather in Shanghai has been particularly hot recently. Do you really need to drink a lot of water?

Lin Qibin: Yes, due to my daily running and management, physical energy consumption is indeed significant, especially in July and August, the exercise volume is greater than usual, and sweating is intense. Basically, in one shift, I drink about 600 milliliters of water. Some colleagues saw me for the first time and said, "Drink slowly," but I said, "I'm thirsty," and drank it all at once. Drinking water mainly replenishes body fluids. Our team leaders prepare salt soda for us during hot days, kept chilled. But seeing the hard work pays off with good traffic order at intersections, I feel it's worth it.

Host: I've heard that netizens commented that they see you running around, sweating profusely. Have you calculated how long you run each day?

Lin Qibin: I haven't calculated it myself. Our teacher Luo gave me a pedometer. In a 45-minute shift, after finishing, the pedometer showed 5951 steps. A few days ago, it showed 5024 steps. It varies depending on the intersection situation. Sometimes the exercise volume is larger, sometimes smaller. And in the work process, I am constantly finding better standing points to achieve the best management results through optimal running.

Host: In one shift, running nearly 6000 steps, almost 20 kilometers, you consume a lot of energy. On the other hand, Old Yuan faces dangerous situations, like once encountering a cable theft gang. What was the situation?

Yuan Decai: At the Longyang Road construction site, there was a parked van across the road. When they saw us coming, they tried to drive away immediately. We checked the license plate and reported it to the station. They stopped at Longdong Road. The car wouldn't move, and there were six or seven people inside. We had four or five people in our vehicle, and they came out with iron bars and fought with us, injuring one of our team members.

Host: I’ve heard that despite such situations, you still bravely confront the criminals. Were you afraid at the time?

Yuan Decai: At the moment, I didn't think much. If you steal cables, we must catch you.

Host: In your daily work, you always take the lead. Now as the captain of the social security team, how many people do you manage?

Yuan Decai: Our team consists of 90 people.

Host: Do you have any good management methods?

Yuan Decai: Everyone treats others sincerely. If you have difficulties, we will try to help. If a team member is late, the police officer talks to them. If I do well, the team members will also do well.

Host: So you set an example first. Many netizens say they've heard you are very serious about law enforcement. Why are you so dedicated to this work?

Lin Qibin: Having been a traffic police officer for over ten years, I've seen many traffic accidents—car-to-car collisions, motor vehicles versus non-motor vehicles, and even fatalities. It pains me deeply. Life is precious, but violations occur due to carelessness, like crossing red lights, especially running red lights, which easily causes accidents. Therefore, I am very strict about this. Sometimes I stop them and say, "You can't run the red light; just because nothing happened today doesn't mean it won't happen next time." Even at demonstration posts, to meet the requirements of intersection management and standardize traffic order, I strictly manage non-motor vehicles exceeding the parking line and motor vehicles exceeding the parking line. Sometimes when a motor vehicle exceeds the parking line, I make them retreat. If the seatbelt isn't worn, I signal them, and they know. Some people say, "What's the harm in exceeding a little?" Nearby people tell them, "This police officer is very serious; you'd better retreat."

Host: We must also urge netizens not to think these are small matters. Exceeding the parking line slightly can lead to accidents happening in an instant. Actually, every day you have to do a lot of work, running around. Now there's even more pressure with tourists from all over passing through your intersections into the Expo Park. Besides directing traffic, what other services do you provide to visitors?

Lin Qibin: Including our assistants answering inquiries, like how to get to subway line 4, I first memorize the surrounding hotels, guesthouses, bus routes, and directions. Once, a tourist came to the intersection at 3:30 PM after work. I went over immediately and asked if they needed help. They asked me about bus 934. I told them there wasn't a 934 here and asked where they wanted to go. They said they wanted to go to the Green Tree Inn at Changyang Road. I helped them call and informed them that taking subway line 4 and transferring to line 8 would get them to bus 934.

Host: You go the extra mile to assist them.

Lin Qibin: Yes, last time, two deaf-mutes sought help from our assistant. We immediately took out paper and pen. They wanted to go to Expo exit number 8. I stopped a taxi and told the driver they needed to go to Expo exit number 8. The driver even thanked me.

Host: I believe in your jurisdiction, there are certain residents who have been living there for a long time. I wonder how your relationship with the residents within your jurisdiction is?

Yuan Decai: We have a good relationship with the households and aunties in the neighborhood. We greet each other and ask about recent security conditions.

Host: Besides catching murderers and thieves, we also encounter various incidents in the community, like fire prevention and theft prevention. Do you also cooperate with residents on these issues?

Yuan Decai: Yes, we always go to the scene to cooperate.

Host: We have a netizen asking, hearing that you used to work at the intersection of Huaihai Road and Huangpi Road, how does your current situation compare to back then?

Lin Qibin: By the end of 2008, the post at Huaihai and Huangpi Roads became one of the 60 model posts in the city. Before, I was at the intersection of Chang Le Road and Chongqing Road, but moving to Huaihai and Huangpi Roads required meeting the standards of a model post, which was a big challenge. Our leaders encouraged me, and with their care, I approached this position with trepidation but determined to do well. First, I studied and understood the requirements and content of the activities, then improved my work methods. Central command, extending from intersection management to mid-road management, including strict management of motor vehicles exceeding the parking line, wearing seat belts, and pushing bicycles—all simple tasks.

Host: How do you make your gestures?

Lin Qibin: The gesture for the seat belt is pulling it down from above.

Host: When you left the Huaihai Road intersection, nearby residents asked where the traffic policeman went. What was your feeling at the time?

Lin Qibin: Handing over the supervision and evaluation rights of police officers to the citizens, many citizens cast a vote of trust for me. During law enforcement, I would glance occasionally and see more red votes than blue ones—red indicating satisfaction, blue dissatisfaction. I didn't expect so many reds. Sometimes when I finish my shift, a citizen would come over and say, "This police officer is very dedicated." Early this year, a Hong Kong resident wrote a commendation letter. I corrected a non-motor vehicle exceeding the parking line at the intersection. Someone asked me how to get to the Tibet Road intersection, and I told them. Then they wrote a commendation letter. I think this is what traffic police should do, and doing it well is my duty. Doing it poorly is subject to public supervision.

Host: Many people are concerned. Mr. Yuan is almost 50 years old, often working night shifts, and the weather is extremely hot. Do you feel very tired?

Yuan Decai: Of course it's tiring, but I just want to do my job well. I'll retire at 53, but I like this job. I don't mind not getting praised; let me work until I retire at 60.

Host: I find it very touching. After receiving the title of Expo Security Pioneer, do you feel more pressure?

Yuan Decai: Definitely, I must cherish the honor and do my job well.

Host: Officer Lin also feels the pressure. Since becoming famous, many people visit your post to see your work, and videos of you are shared online. After these events, has your life changed, and do you feel a lot of pressure?

Lin Qibin: There is pressure, but I will turn it into motivation. In future work, I hope citizens support my work and don't run red lights, ensuring safety, order, and smooth traffic at intersections, making citizens feel that participating in traffic is enjoyable.

Host: If some people intentionally violate traffic laws at your post to test your methods, what do you think?

Lin Qibin: This happens. One Monday, I was on the afternoon shift, and the publicity department sent a few night officers to support me. An elderly man walked towards me, and I thought he wanted to ask for directions. I saluted him first, and he said, "Are you the police officer featured in the newspaper a few days ago?" I said yes, and he said, "You're too dedicated. Let me wipe your sweat." It was a real moment, and I didn't expect it. I was deeply moved and couldn't respond.

Host: So you repay the support of the public with even better work.

Lin Qibin: Yes.

Host: Now you have many fans supporting your work, but we remind our netizens to support from afar and not deliberately violate traffic laws. Safety on the roads is most important. I heard that after Mr. Yuan was elected as an Expo Pioneer, he made a speech. What were your feelings at the time?

Yuan Decai: Being awarded this honor is thanks to the love of our station leaders and the on-duty police officers. Like the auxiliary forces in social security, under the leadership of the on-duty police officers, my two-minute speech that day was actually quite nervous.

Host: Very sincere. I believe the same applies to Officer Lin. Winning the title of Expo Security Pioneer, many people will learn your method of running corrections. Is this a good phenomenon?

Lin Qibin: Running corrections is my method, but each traffic police officer has their own law enforcement method, which works well in practice. I’m just lucky to receive a lot of attention. I hope more eyes focus on the diligent traffic police officers in other positions and support us.
