Starting from April 8th, Zhenhai will cancel all parking fees for public parking spaces within the urban area that are state-owned, including on-street parking spaces. There will be nearly 2500 free parking spaces in the urban area of Zhenhai.
Analysis of Zhenhai's Cancellation of Public Parking Space Charges
This morning (April 8th), Ms. Wu, a resident of Zhenhai, drove to Gabai Supermarket on South Street to shop. After parking her car in a parking space, no one came to charge her, which made her feel somewhat surprised.
Ms. Wu, a resident of Zhenhai: Originally, or if you buy a bread or something, taking only a few minutes, having to pay a fee makes one feel like committing a traffic violation. Now we try to park in the designated parking spaces; surely no one wants to intentionally violate the rules.
Ms. Wu can park for free because today is the first day of free parking for all public parking spaces in the urban area of Zhenhai. The Zhenhai District Government had previously posted an announcement on its website regarding the rectification of illegal parking, one of the key contents being the cancellation of public parking space charges in the Zhaobao Mountain Street area starting from April 8th, 2010. It is understood that the annual average growth rate of small cars in Zhenhai District reached 34.6%, with approximately 12,000 private cars with less than 9 seats by the end of 2009, and about 5,000 small cars in the old city area, increasing at a rate of 150-300 vehicles per month. Compared to the rapidly growing number of vehicles, the number of parking spaces is much less.

In 2009, there were a total of 1,240 indoor parking spaces in the residential areas of the old town of Zhenhai. Around government offices and commercial buildings, there were a total of 2,842 ground and underground parking spaces, including 878 roadside parking spaces and 138 parking spaces in front of hotels and restaurants. To solve the problem of difficult parking, the Zhenhai government implemented the Travel Difficulty Improvement Project in 2009, constructing several state-owned public parking lots with over a hundred parking spaces each, and demarcating roads, squares, and sidewalks to increase parking spaces. These two measures added a total of 1,132 parking spaces, bringing the total number of parking spaces in Zhenhai to over 5,000.
With the parking lots built and the demarcated paid parking spaces established, according to the original plan, the problem of difficult parking in the old town of Zhenhai would be greatly alleviated, and parking fees would also bring certain economic benefits. However, half a year later, Zhenhai chose to cancel the charges for public parking spaces.

Currently, many cities across the country are gradually increasing the charging standards for public parking spaces, hoping to curb the rapid increase in car ownership through this measure. Taking Beijing as an example, Beijing's new parking fee policy was implemented on April 1st, with parking fees doubling in 13 congested areas. However, Ningbo's Zhenhai District chose the opposite path, canceling the charges for public parking spaces and switching these state-owned public parking spaces from a charged state to a free one.
Why Is Free Lunch Not Being Eaten?
On several main roads in Zhenhai, violations of parking rules are very severe, with some cars even parked directly on no-parking signs.

After the cancellation of charges for public parking spaces, Deputy Captain Wang Jifeng of the Zhenhai Joint Law Enforcement Team of Ningbo City said that the original street parking attendants would be transformed into road administrators, responsible for guiding traffic and parking services. Some people worry that the cancellation of public parking space charges could lead to more problems, such as whether the paid parking spaces within residential areas would become neglected, and whether the free parking spaces in front of some hotels and restaurants would harm the interests of merchants. Regarding these doubts, Captain Wang of the Zhenhai Joint Law Enforcement Team stated that relevant management methods still need to be explored and improved based on future actual situations.

During interviews, regarding the question of whether the chronic problem of random parking in Zhenhai will be resolved after the implementation of the cancellation of public parking space charges, relevant unit leaders indicated that results would only be visible after implementing the policy for a period of time, as habits cannot be formed in just a day or two. I think, whether it's raising the charging standard or canceling parking fees, as long as parking becomes standardized, traffic flows smoothly, and travelers feel comfortable, the measure is successful.
