Recently, UTStarcom announced the appointment of Chief Operating Officer (COO) Ying Lu, and within a certain period of time, Lu will take over as CEO of UTStarcom. Before joining UTStarcom, Lu served as Co-COO and General Manager for China at Source Photonics, a globally leading optoelectronic device company. Prior to Source Photonics, Lu held various positions at Fiberxon (which was acquired by MRV Communications Ltd. in July 2007), including CEO, COO, and Vice President of Marketing and Sales. Before joining Fiberxon in September 2001, Lu worked at US Business Networks Ltd. (MeetChina.com) as Director of Business Strategy Development from March 2000 to May 2001. From May 1988 to July 1998, Lu worked at China National Technical Import and Export Corporation in various managerial roles. **Host Quan Jing:** Hello, dear Sina netizens. Welcome to the Sina Technology video live studio. I am the host Quan Jing. For those who follow industry dynamics, you may have noticed that in February, Yizhuang International Investment & Development Co., Ltd. reached a strategic cooperation agreement with UTStarcom, with participation from two other fund companies, completing the restructuring plan. Recently, the latest news is that UTStarcom has officially appointed Lu as the company’s COO, taking full responsibility for UTStarcom's broadband division, multimedia communication division, global supply chain, mainland China market, and sales business, reporting directly to UTStarcom's CEO and President Peter Blackmore. Today, we welcome UTStarcom's COO Ying Lu to communicate with everyone.

**Lu Ying:** Thank you.

**Host Quan Jing:** Just now, I introduced your current title as UTStarcom's COO, or COO. When chatting with you earlier, I found out that you've been with UTStarcom for four weeks, starting one month ago. You've learned a lot about UTStarcom and the entire industry, making it a month of rapid learning.

Could you share with us your feelings and experiences over the past month?

**Lu Ying:** What impressed me most during this month is the care shown by UTStarcom's employees and customers. Every time I communicate with the employees, I see their eyes filled with love for the company. They genuinely hope the company can get better. When I visit customers, they express admiration for UTStarcom and regret over the difficulties faced in the past. They also show a clear and strong desire to support UTStarcom and see it regain its strength.

**Host Quan Jing:** Although it's only been a month, Mr. Lu has developed deep feelings for UTStarcom.

Our Sina Technology was the first to report UTStarcom's reorganization. Many netizens are very eager to know the details of UTStarcom's strategic reorganization. Could you introduce the specific details of the strategic reorganization?

**Lu Ying:** Let me explain it from three aspects. First, through this round of investment or financing, there has been a transformation of the company's board of directors. Second, there has been a transformation of the company's management team. Third, there has been structural and strategic adjustment in the company.

Firstly, regarding the company's board of directors, through this financing, we have introduced three experienced individuals who understand the Chinese situation and market to strengthen our board, while two original board members resigned. The newly introduced directors include Mr. Du Baichuan, an expert in the broadcasting industry with high recognition in the industry, and Mr. Li Xiaoping, Vice General Manager of Investment and Development at Yizhuang International, who has extensive knowledge of Beijing's development policies and management experience. Additionally, Mr. Wong Siu-chiu from Yellow Rock Capital, which played an important role in facilitating this reorganization, will bring more strategic value to the company.

Secondly, in the company's management layer, as mentioned, the board appointed me to enter the company and eventually take over the entire operational management, which is a heavy responsibility. Also, after a transition period, the original overseas senior executives will gradually leave the company. The remaining new core management team consists of UTStarcom's current personnel in business, market, and finance.

**Host Quan Jing:** Mr. Lu has mainly introduced changes in personnel appointments. Over the past month, due to these changes, what corresponding changes will occur in the company's business strategy and direction?

**Lu Ying:** This is the third point I want to discuss.

Overall, it can be described as returning to China. First, let me clarify that returning to China does not mean focusing solely on the Chinese market. Returning to China means reinforcing the company's headquarters, R&D teams, and emphasizing the importance of the Chinese market. After this transaction, the headquarters will be moved to Beijing, and we will further strengthen our two major R&D centers in Hangzhou and Shenzhen. In fact, UTStarcom has always done well in the international market. After experiencing difficulties with little phones in the Chinese market, it once weakened. This return to China means we need to reaffirm our commitment to the Chinese market and increase our investment in it.

**Host Quan Jing:** Mr. Lu mentioned the trend of returning to China. If we look at the changes in China's industries this year, friends who care about the industry might feel that this year's convergence of the three networks has received great support from the State Council, the State Administration of Radio Film and Television, and the Ministry of Industry and Information Technology, including policy and funding, etc. The convergence of the three networks is a major trend in China. What opportunities will it bring to UTStarcom? What benefits will this return to China bring?

**Lu Ying:** It can be said that the convergence of the three networks provides UTStarcom with a rare opportunity, or we are really lucky to be at the right time. In January, the State Council issued a decision to promote the convergence of the three networks, and at the beginning of February, UTStarcom announced our new strategic adjustment. In fact, we had already prepared a lot beforehand.

The convergence of the three networks, as I understand it, is the Party and the state further promoting domestic economic development, allowing the people to enjoy higher quality, lower-cost entertainment and information services. So for us, it is truly a rare opportunity, and I am glad to see this and prepare for it.

**Host Quan Jing:** Speaking of seizing this opportunity, we also noticed that from the perspective of the company's development strategy, UTStarcom, originally from the telecommunications industry, has grown significantly in the broadcasting industry and benefited from the windfall of the convergence of the three networks. Please share with us the essence and advantages of UTStarcom in the broadcasting business. Why did the country think of cooperating with us when promoting the convergence of the three networks? What advantages does UTStarcom possess? Where will we focus next?

**Lu Ying:** The state wants to eliminate industry barriers through the convergence of the three networks, which were formed due to historical reasons. For UTStarcom or any company dedicated to communications vendors, there is no distinction between telecommunications and broadcasting from a technical perspective. What we need to do is how to provide efficient and low-cost information transmission services. Therefore, technically it is unified, but there are indeed significant differences in business. For example, the telecommunications industry focuses mainly on information services, personal or group-to-group information services. Our broadcasting industry primarily carries video services, broadcasting services, and bears the social responsibility of shaping public opinion and values. I believe this may be the reason for the differences between industries.

Five years ago, UTStarcom was the first in the world to develop IPTV technology, which is actually called IPTV later. The true essence is efficient network video pushing and distribution services. I believe this might be our earliest connection with broadcasting services. Based on this, we have gradually formed our characteristics and advantages in broadband access, transmission, and network development for broadcasting services.

**Host Quan Jing:** Speaking of this, Mr. Lu also talked about the trends in the industry. Let's change the angle and start from the recently popular CCBN broadcast exhibition. During the exhibition, we could find information that coincides with what Mr. Lu mentioned about the industry. This year's CCBN scale and attention exceeded previous years, and broadcasters used this opportunity to promote their advantages. What are your feelings after the three-day exhibition? How did you discuss industry trends during the exhibition?

**Lu Ying:** The exhibition was indeed lively, and my first impression is the correctness of the government's decision and its appeal. This is the most exciting edition I've ever seen, and UTStarcom's booth was so busy that I couldn't even squeeze in.

Secondly, I would describe this exhibition with the phrase "heavenly timing, geographical advantage, and human harmony." "Heavenly timing" refers to the correct decision of the government and the determination of the State Administration of Radio Film and Television and the Ministry of Industry and Information Technology to promote the convergence of the three networks, filling everyone with confidence about the future of the convergence of the three networks, which translates into great enthusiasm for participating in the exhibition.

"Geographical advantage" refers to the digital transformation of the broadcasting system, and even the 3G construction we started a few years ago, which perfectly aligns with the trend of the convergence of the three networks. Efforts were made before the State Council clarified, but the common direction was consistent, which is the convergence of the three networks.

"Human harmony" can be clearly seen from the exhibition; every face shows passion, expectation, and dedication. This is my feeling at the CCBN exhibition, and it can be considered a very successful exhibition.

Under the big trend, everyone is also concerned about how the company's development is reflected in the products. In this exhibition, what are the main products showcased by UTStarcom? What kind of product innovations make the booth so crowded?

**Lu Ying:** This time, UTStarcom exhibited comprehensive solutions tailored to the NGB construction of the broadcasting system. Our goal is not to sell a single product or a set of products; instead, we focus on deeply understanding the technical and service needs of the broadcasting industry to provide comprehensive solutions.

First, on the business carrying level, UTStarcom, based on our greatest advantage in video pushing systems, has further enhanced and optimized interactive TV solutions tailored to the needs of the broadcasting industry. Knowing that the access methods of broadcasting networks vary across regions, sometimes even standards differ slightly, we offer a complete set of solutions.

In addition, we propose a complete terminal solution to meet the needs of different users, ranging from the most standard, simplest, and easiest-to-use solutions to diversified, full-service high-end home service centers. For example, the name of the home TV set-top box terminal we displayed this time is "Le Xuan," which not only includes video appreciation and interaction but also captivates many viewers who stay seated for a long time, unwilling to leave. This makes me very happy.

We also proposed network solutions, presenting our integrated (EPON + EOC) solution, which won the Innovation Award, and it was also showcased. We also displayed PTN, packet transmission, our latest product, offering a complete end-to-end solution from the TV to the network core.

**Host Quan Jing:** Mr. Lu introduced the product trends. Earlier, he mentioned UTStarcom's reorganization in the past, and then the exhibition and products represent the present. In the next part, we want to look towards the future. What are your thoughts on the future industry trends? UTStarcom has many advantages and essences, and there will be good trends in the convergence of the three networks and NGB. How will you seize such opportunities in the future?

**Lu Ying:** We focus on two aspects: dedication and innovation. After experiencing some adjustments and difficulties, perhaps UTStarcom cannot provide comprehensive telecom solutions like some of our peers, but we have already invested many resources and will continue to do so, concentrating on NGB construction. We will put our limited resources into this field, refining and excelling in it, closely aligning with the needs of our users and services, thereby enhancing the competitiveness of our products.

Secondly, innovation is the core value of UTStarcom's history, not just in technological innovation but more in market services and even in all aspects of company operations to achieve innovation. Its orientation is only one: to provide the best service and products to our customers.

**Host Quan Jing:** Speaking of this, you also mentioned the development trends of the industry. We also want to pay attention to how UTStarcom views industry competition. Finally, I would like to discuss with you how UTStarcom views its competitors in the convergence of the three networks and NGB industries. After reorganization, what are our advantages compared to competitors? What are the disadvantages? How will we respond to this competition in the future?

**Lu Ying:** Of course, domestically, we have ZTE and Huawei, and internationally, there are many telecom giants. Due to our size, UTStarcom cannot compete with them, but based on our domain and innovative spirit, I believe we still have a chance. This "chance" refers to normal market competition. No market or industry can be built by one or a few enterprises alone. Only by everyone working together and engaging in healthy competition can the industry develop healthily. I like what our sales team says: friendly competitors, not opponents. Together, we will push the convergence of the three networks and NGB construction to new heights, and I hope to see this.
