At around 6 p.m. on March 30, a retired female teacher was walking to the west back door of Building A at the central square in Wangyi District of Tongchuan when suddenly someone from behind covered her eyes with his right hand and forcefully rubbed something into her eyes. Initially, she thought it was an acquaintance playing a joke, but when she felt a burning sensation and realized her handbag strap was being pulled off, she understood that someone was trying to snatch her bag. The retired teacher immediately turned around and chased after him while shouting "Catch the thief...". Upon hearing her cries for help, passers-by quickly surrounded the bag snatcher, leaving the man nowhere to escape, and he was eventually captured by the crowd.

Police officers from the Hongqi Street Police Station of the Wangyi Branch of the Tongchuan Public Security Bureau said that the captured man, Ma Mou, is 18 years old and comes from Luochuan. According to his confession, using chili powder on the eyes was a "wonderful trick" he had devised, but he didn't expect to fail on his first day in Tongchuan. Currently, suspect Ma Mou has been criminally detained by the police.
