National Medical Products Administration: Crack down on health food masquerading as medicine

SFDA: Food safety work has achieved phased results since March. On December 8, 2009, the State Food and Drug Administration held a regular press conference, where spokeswoman Yan Jiangying introduced the key situation of the phased inspection of food safety in catering services and answered questions from reporters on issues of concern. At the press conference, it was learned that the rectification work of catering service and health food safety had achieved phased results.

Since March this year, the National Food and Drug Administration has issued a series of guiding documents to strengthen the leadership of the rectification work in various places, formulate feasible work plans, and ensure supervision and effect evaluation. It drafted four legal drafts including "Catering Service Licensing Management Measures" and "Catering Service Food Safety Supervision and Administration Measures". At the same time, during seasonal changes, important festivals and major events, it particularly emphasized taking advantage of the opportunity of catering service food safety rectification to closely integrate strengthening the supervision of food safety in catering services in key areas, key varieties, and important targets with the implementation of various rectification tasks, effectively promoting the supervision of catering service food safety.

Food and drug regulatory bureaus at all levels and departments responsible for supervising the safety of catering services have seriously carried out the rectification of catering service food safety and health food safety. According to statistics from the catering service regulatory departments of 29 provinces, autonomous regions, and municipalities directly under the Central Government, in the first ten months of this year, law enforcement officers were dispatched 410,000 times, inspecting 5.3 million households providing catering services; more than 20,000 households violating laws and regulations were investigated, with fines and confiscation of illegal gains amounting to more than 3.8 million yuan.

This year also coincides with major events such as the 60th anniversary of the founding of New China, the 11th National Games, and the 6th China-ASEAN Expo, making catering service food safety particularly important. Catering service regulatory departments in Beijing, Shandong, Guangxi, and other places have made all-out efforts, strictly managed, and ensured the smooth progress of major activities according to the requirements of the National Bureau.

In terms of health food safety rectification work, firstly, on-site inspections and on-site sampling inspections were conducted for production enterprises involved in illegal health food advertisements, taking point-to-surface approach, severely investigating enterprises involved in illegal advertisements according to law, and standardizing the order of health food production, sales, and advertisement publication; secondly, supervision and inspection work was carried out for weight loss, blood sugar lowering, and fatigue relief categories of health foods. Products with strong public reaction, serious social impact, and adverse reactions were selected for sampling in places like Beijing, Shanghai, Zhejiang, and Guangdong, testing whether there are illegally added drug components in the products; thirdly, work to combat the behavior of health foods impersonating medicines was carried out. The first stage of work has been launched, severely cracking down on the behavior of health foods impersonating medicines discovered in pharmaceutical operating enterprises, effectively curbing the behavior of health foods impersonating medicines.
