Xinhua News Agency, Brasilia, November 27 - Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), Jia Qinglin, met with Brazilian President Luiz Inácio Lula da Silva in Brasilia on the local time of the 27th. Both parties exchanged candid and in-depth opinions on bilateral relations and climate change issues in a warm and friendly atmosphere.

Jia Qinglin first conveyed the warm greetings and good wishes of President Hu Jintao to Luiz Inácio Lula da Silva.

Jia Qinglin said that he was very pleased to visit Brazil on the occasion of the 35th anniversary of the establishment of diplomatic relations between China and Brazil. Both China and Brazil are developing major powers, and the friendship between China and Brazil is deeply rooted in the hearts of the people. Since the establishment of strategic partnership between the two countries, especially after the mutual visits between President Hu Jintao and President Luiz Inácio Lula da Silva in 2004, the relationship between the two countries has entered a new stage of development. This year, the relationship between China and Brazil has also made breakthrough progress. The second state visit of Mr. President to China was a complete success, and the governments of the two countries are actively formulating a joint action plan to deepen the strategic partnership. China has become Brazil's largest trading partner and export target country. The pragmatic cooperation between the two countries under the current international financial crisis situation is constantly expanding. Jia Qinglin pointed out that the Chinese side has always attached great importance to Sino-Brazilian relations from a strategic height, and is willing to work hand in hand with the Brazilian side to continuously promote the strategic partnership between the two countries to reach new heights: First, enhance political mutual trust, implement the consensus reached by the leaders of the two countries, maintain close high-level exchanges, and timely exchange views on major issues of common concern. Jia Qinglin introduced China's position on addressing climate change issues and the specific content of the action goals set by the Chinese government for controlling greenhouse gas emissions. He said that the Chinese government has always paid high attention to climate change issues, treating the response to climate change as a major strategy for national economic and social development, and unwaveringly following the path of sustainable development. The action goals determined by the Chinese government reflect the maximum efforts that China can make, contain the sincere willingness of 1.3 billion Chinese people to contribute to global efforts in addressing climate change, show our determination to overcome challenges, take positive actions, and follow the path of sustainable development without wavering. It also indicates that the Chinese government is actively promoting the progress of the "Bali Roadmap" and promoting the Copenhagen Climate Change Conference to achieve positive results through concrete actions. These goals we have independently determined are extremely challenging, and there are various difficulties in achieving these goals, but we will still take all possible measures, keep our promises, and ensure the realization of the goals. As developing countries, China and Brazil should adhere to the basic framework of the United Nations Framework Convention on Climate Change and the Kyoto Protocol, adhere to the principle of "common but differentiated responsibilities," and adhere to the authorization of the "Bali Roadmap." Both sides should strengthen coordination, consolidate and expand the common positions of developing countries, and safeguard the common interests of developing countries.

Luiz Inácio Lula da Silva thanked President Hu Jintao for his warm greetings and expressed his pleasure at jointly promoting the positive progress of the Sino-Brazilian strategic partnership during his term. He said that currently, China has become Brazil's largest trading partner, and both sides have maintained exchanges and cooperation in all international organizations and multilateral institutions. The Brazilian side attaches great importance to developing relations with China, positively evaluates the constructive role played by the Chinese side in international affairs including the Doha Round negotiations of the World Trade Organization, thanks the Chinese side for supporting Rio de Janeiro's bid for the 2016 Olympics, and is willing to learn from Beijing's successful experience in hosting the Olympics. The action goal recently determined by the Chinese government to control greenhouse gas emissions is an important and ambitious step taken by China in addressing climate change issues. There are many commonalities between Brazil and China in addressing climate change issues, and both sides should jointly promote developed countries to fulfill their obligations of quantified emission reductions and providing funds and technology transfers to developing countries according to the principles of the United Nations Framework Convention on Climate Change.
