From Guilin Water Conservancy Bureau, it was learned that Guilin, the famous tourist city with the best landscape in the world, has become the first pilot city for water ecosystem protection and restoration in China. A total of 2.7 billion yuan will be invested to protect and restore Guilin's water ecology and water environment.
According to the person in charge of the Water Conservancy Bureau, the planning report on the protection and restoration of Guilin's water ecosystem has been approved by the Ministry of Water Resources and will be officially launched soon. This person in charge said that the main problems faced by Guilin in terms of water ecology and water environment are flood disasters during the flood season and severe water shortage during the dry season. Although Guilin has abundant precipitation with an average annual rainfall of more than 1900 mm, some cities in the north have only more than 100 mm. However, the distribution of rainfall in Guilin is very uneven, with 80% of the annual rainfall concentrated from March to August each year, while the rainfall from September to the next year is only 20%. In this case, floods often occur in Guilin. In the past 10 years, there has been a major flood on average every two years. The economic loss caused by the flood disaster in 1998 alone reached 2.163 billion yuan. And during the dry season, Guilin is seriously short of water. At the driest time, the flow rate of the Lijiang River is only 3.8 cubic meters/second. As a result, the riverbeds on both sides of the Lijiang River are exposed, biological species are reduced, and some hydrophilic plants along the Lijiang River are damaged, which seriously affects the ecological environment of the Lijiang River. At the same time, with the development of the city and the reduction of water volume, the self-purification ability of water bodies is greatly affected, and the water quality in Guilin also begins to decline. Therefore, it is necessary to carry out water ecological protection and restoration.
It is understood that Guilin's water ecological protection and restoration system is divided into engineering measures and non-engineering measures. The most important engineering measure is to invest 1.798 billion yuan to build three ecological reservoirs - Fuzikou, Chuanjiang and Xiaorongjiang Reservoirs upstream of the Lijiang River. After these three ecological reservoirs are built, they will be jointly operated with the existing Qingshitan Reservoir. The flood control standard of Guilin City will be improved from once in 20 years to once in 100 years. Meanwhile, through the regulation of ecological reservoirs, the runoff of Lijiang River during the dry season can also be replenished to 60 cubic meters/second. Non-engineering measures mainly include carrying out water-saving activities, such as promoting water-saving measures and water-saving equipment in industry, agriculture and residential households, and training citizens' water-saving awareness. The investment in non-engineering measures is about 973 million yuan.
