The post described that at about 6 p.m. on August 26, Cao Xinquan, a cadre of the Xiangzhou District Audit Bureau of Xiangyang City, Hubei Province, was cruelly killed while checking accounts. His Achilles tendon was cut and he was then thrown out from the window of the fourth floor.
