Reporters found in their investigation that some tissue paper producing enterprises in Hebei used unqualified raw materials. Some factories processed waste paper and medicine boxes collected from garbage recycling stations into paper pulp, added caustic soda and fluorescent whitening agent to make the tissue paper for table use. What's hard to believe is that these tissue papers used to wipe mouths are actually not as clean and safe as toilet paper.
