On the morning of October 20, an incident where a group associated with organized crime planned and executed a riot against the public security bureau took place in Jiayu County, Hubei Province: A "foot soldier" of a gambling company in Jiangxia, Wuhan was shot dead in a feud over gambling territories. More than 40 cohorts and relatives of the deceased, believing that the public security organs had delayed in arresting the murderer, drove six hearses, held up pictures of the deceased, blocked the gates of the Jiayu County Public Security Bureau, and stormed the police bureau.
