In recent days, I accompanied a provincial inspection group to visit Linqing City. During the few days in Linqing, I personally witnessed economic development, social stability, civilizational progress, and beautiful environment, presenting a harmonious and peaceful scene. However, there were also phenomena extremely unharmonious with economic and social development, namely the severe problem of early marriage and early childbirth. According to a local official who accompanied us, in several towns such as Yandian, Tangyuan, and Panzhuang in Linqing City, girls generally get married and give birth at around 13 or 14 years old, and this phenomenon is quite common. In order to verify the truth of this matter, and also out of curiosity, I recently conducted a grassroots investigation in towns such as Panzhuang and Yandian. The investigation found that the phenomenon of early marriage and early childbirth is indeed quite prevalent locally, and those unmarried over the age of 16 are considered late bloomers. In Yingzi Village of Panzhuang, at a household engaged in cast iron processing in their 30s, the man was already the grandfather of two grandsons. Seeing my astonished expression, local villagers told me that this was not a rare occurrence; the youngest grandfather in the area was only 29 years old. The youngest age for female sterilization was 19 (a mother of three children). In a middle school in that area, a second-year junior high school girl asked the teacher for leave. When the teacher asked why she needed leave, the girl replied that she was going home to feed her child.
According to the survey, it is generally popular locally to arrange engagements, where boys and girls aged around 13 to 14 are engaged first. They also invite relatives and friends to hold grand banquets. On the night of the engagement, they enter the bridal chamber and perform "matters." After having a child, they go through the legal procedures to register their marriage when they reach the legal age. The children born are generally not registered in the household registration system, and only when the population census comes do they pay some money to register them.
Article 6 of Chapter 2 of the "Marriage Law of the People's Republic of China" clearly stipulates that the marriage age shall not be earlier than 22 years old for men and not earlier than 20 years old for women. However, in towns such as Yandian and Panzhuang in Linqing City, early marriage and early childbirth still prevail today, despite economic prosperity and social progress. This severely damages the physical and mental health of minors, especially women, and also brings extremely unstable factors to future society because their marriages are not legally protected and are considered invalid marriages. There have been multiple cases locally where girls were abandoned by their husbands for not giving birth to boys, leading to numerous related cases.
It is hoped that this phenomenon can attract the high attention of the local party committee and government, and they should seriously guide against allowing this trend to continue indefinitely.
