According to the latest news, Guangdong Provincial Department of Labor and Social Security announced "the 2009 Guangdong Province enterprise wage guide line" on August 4. The baseline for wage increase is 7%, the upper limit (warning line) is 12%, and the lower limit is zero or negative growth. Reporters learned that this figure of a 7% baseline is down by three percentage points compared with the 10-15% of 2008. In fact, it is not only Guangdong Province; other provinces and cities such as Qinghai and Shanghai have also adjusted downward this year's wage baseline.
