The "Hangzhou Municipal Administration Regulation for the Security Protection of Computer Information Network" that was recently passed by the Standing Committee of the Hangzhou Municipal People's Congress is China's first local regulation to require a "real-name system on the Internet". However, nearly a month has passed and this law is still shelved, as local authorities have not yet taken substantial measures.
The Regulation stipulates that starting from May 1st this year, users must provide valid identification to post messages, write blogs, or play online games.
