It is understood that at around 12:10 PM on May 19, 2009, in the south gate crossroads of Huining County, a young man (after investigation, the party involved was named Zhang Bing, from Shanglucha Society, Fengyan Village, ChaMen Township, Huining County, born on August 13, 1988, unemployed) violated traffic rules by running a red light while riding a bicycle. The traffic police and assistants failed to stop him and a conflict occurred during the process of taking him to the traffic police station for handling. This incident attracted some onlookers who surrounded a traffic police patrol car. After Zhang Bing came out from the traffic police station and saw that the crowd had not dispersed, he jumped onto the hood of the police car, claiming that he was a student who had been beaten by the traffic police, inciting the crowd to cause trouble. As a result, more onlookers gathered (with nearly a thousand people at its peak), further escalating the situation. Around 8 PM, when the Huining County Party Committee and County Government organized efforts to remove the police car, 10 police officers and officials were injured by the crowd on site using bricks and other objects. Subsequently, about 200 onlookers moved to the entrance of the unified office building of the County Party Committee and County Government.
