The plot is set against the backdrop of the Tang Dynasty court, telling the story of the open and hidden struggles within the four departments that prepare the Empress's attire. It reveals the thoughts and stratagems of the women in the imperial harem. Sammi Cheng plays the role of palace maid Liu Sanhao, who, with her "three good" spirit of "having good intentions, speaking well, and doing good deeds," manages to rise to the top amidst the complex palace struggles. She also develops a romantic relationship with Zheng Jia Ying, reminiscent of the love between Dae Jang Geum and Minister Min.
Liu Sanhao (played by Sammi Cheng) and Yao Jinling (played by Yang Yi) are sworn sisters in the palace. As little maids, they are often sent on errands. The harem is controlled by four departments: Tan Yanshang (played by Ng Wing-mui) in charge of fine food, Zhong Xuexia (played by Mimi Chu) responsible for embroidered robes, Hu Su'en (played by Kara Hui) managing decorations, and Ruan Cuiyun (played by Guan Ju Ying) overseeing jewelry. These four vie for power and position, leading to constant struggles. Innocent Sanhao and Jinling are forced to become scapegoats. Despite enduring much hardship, Sanhao still adheres to her "three good" spirit, but Jinling, after being bullied repeatedly, decides to seek revenge. Once, while serving Emperor Li Yi (played by Christopher Cheng), she secretly seduces him and eventually becomes Consort Li. She then engages in mutual strife with Consort Xian Wan Baoxian (played by Lillian Lee). Meanwhile, Sanhao, with her clever hands and ingenious mind, becomes the head of the department. When both Sanhao and Jinling hold power, their sisterly relationship breaks down as both are in love with palace guard Gao Xianyang (played by Zheng Jia Ying). Jinling wants to punish the four departments, but Sanhao repays grievances with virtue and strives to protect the four. Jinling takes this opportunity to persecute Sanhao...
