The plot is set against the backdrop of the Tang Dynasty court and tells of the open and hidden struggles within the four departments preparing the Empress's attire. It reveals the thoughts and schemes of the women in the harem of the Tang Dynasty. The character Lau Sam-ho, played by Charmaine Sheh, emerges from the complex harem struggles with her "three goods" spirit of "having good intentions, speaking well, and doing good deeds," and develops a romantic relationship with Zheng Jia Ying, reminiscent of the romance between Dae Jang Geum and Minister Min.
Lau Sam-ho (played by Charmaine Sheh) and Yao Jin-ling (played by Yang Yi) are a pair of sworn sisters in the palace. As young palace maids, they are frequently assigned tasks. The harem was controlled by four departments: the Department of Food, led by Tan Yan-chang (played by Ng Wing-mui), responsible for delicious food; the Department of Embroidery, led by Zhong Xue-xia (played by Mi Xue), responsible for embroidered robes; the Department of Decorations, led by Hu Su-en (played by Wai Ying-hong), responsible for decorations; and the Department of Jewelry, led by Ruan Cui-yun (played by Guan Ju-ying), responsible for jewelry. These four were constantly vying for power and position, forcing the innocent Sam-ho and Jin-ling to become scapegoats. Despite enduring countless hardships, Sam-ho remains steadfast in her "three goods" spirit. However, Jin-ling, after being bullied repeatedly, resolves to seek revenge. Once, while serving Emperor Li Yi (played by Chris Tang), she secretly seduces him and eventually becomes Consort Li. She then begins a rivalry with Consort Wan Bao-xian (played by Li Shi-yun). Meanwhile, Sam-ho, with her clever hands and heart, becomes the head of the department. When both Sam-ho and Jin-ling hold power, their sisterly bond breaks as both are enamored with Gao Xian-yang (played by Zheng Jia Ying), a palace guard. Jin-ling seeks to punish the four departments, but Sam-ho repays their grievances with kindness and strives to protect the four. Jin-ling uses this to persecute Sam-ho...
