The plot is set against the backdrop of the Tang Dynasty court, telling the story of the open and hidden struggles within the four departments responsible for preparing the queen's attire. It reveals the affairs and machinations of the women in the harem of the Tang Dynasty. The character Lau Sam-Ho, played by Charmaine Sheh, emerges from the complex palace struggles with her "three goods" spirit of "having good intentions, speaking kindly, and doing good deeds," and develops a romantic relationship with Zheng Jia-Ying, reminiscent of the love between Da Chang-Jin and Minister Min.
Lau Sam-Ho (Charmaine Sheh) and Yao Kam-Ling (Yang Yi) are sworn sisters in the palace. As lowly maids, they are often sent on errands. The harem is controlled by four departments: the Food Department headed by Tam Yin-Cheung (Han Ma-Li), the Embroidery Department led by Chung Suet-Ha (Michele Yim), the Decorations Department managed by Wu Sou-On (Wai Ying-Hong), and the Jewelry Department overseen by Yuen Choi-Yun (Guan Ju-Ying). These four departments struggle for power and position, and innocent Sam-Ho and Kam-Ling are forced to become scapegoats. Despite enduring much hardship, Sam-Ho remains steadfast to her principles, but Kam-Ling, after being bullied, seeks revenge. During her service to Emperor Li Yi (Chris Tang), she secretly seduces him, eventually becoming Consort Li, and begins a rivalry with Consort Hien, Wan Pou-Hin (Li Shi-Yun). Meanwhile, Sam-Ho, with her ingenuity and skill, becomes a high-ranking palace maid. When both Sam-Ho and Kam-Ling hold power, their sisterly bond breaks as both are in love with palace guard Ko Hin-Yeung (Zheng Jia-Ying). Kam-Ling wants to punish the four departments, but Sam-Ho repays them with kindness and protects them. Kam-Ling uses this opportunity to persecute Sam-Ho...
