The plot is set against the backdrop of the Tang Dynasty court, telling the story of the open and hidden power struggles within the four chambers responsible for preparing the Empress's attire. Set in the harem of the Tang Dynasty, it reveals the hearts and schemes of the women in the harem. The character Lau Sam-ho, played by Charmaine Sheh, emerges from the complex palace struggles with her "three goods" spirit - having good intentions, speaking well, and doing good deeds. In the drama, she develops a romantic relationship with Cheng Gaai-ying that resembles the romance between Dae Jang Geum and Minister Min.
Lau Sam-ho (Charmaine Sheh) and Yiu Kam-ling (Yang Yi) are sworn sisters in the palace. As lowly maids, they are often sent on errands. The harem was controlled by four departments: Tan Yin-cheung (Ng Wah-yee) in charge of food, Chung Syu-ha (Miyuki) responsible for embroidered robes, Hu Sou-on (Wai Ying-hong) managing the decor, and Yuen Choi-yun (Guan Ju-ying) overseeing jewelry. These four constantly vie for power and position, and innocents Sam-ho and Kam-ling are forced to become scapegoats. Despite enduring much suffering, Sam-ho remains steadfast in her "three goods" spirit, but Kam-ling, after being bullied endlessly, seeks revenge. Once, while serving Emperor Li Yi (Chan Ho), she secretly seduces him and eventually becomes Consort Li, engaging in a struggle with Consort Hsien Wan Bao-hsien (Li Shi-yun). Meanwhile, Sam-ho, with her clever hands and heart, becomes the superintendent of the palace. When both Sam-ho and Kam-ling gain power, their sisterly bond breaks as they both fall for palace guard Ko Sin-yong (Cheng Gaai-ying). While Kam-ling seeks to punish the four departments, Sam-ho repays grievances with virtue and strives to protect the four. Kam-ling then uses this situation to persecute Sam-ho...
