Plot of The Royal Tattoo: In 1898 AD, due to Yuan Shikai's betrayal, the Hundred Days' Reform failed, and Emperor Guangxu was imprisoned by Empress Dowager Cixi in the YingTai. Lu Er, a master mason who had been repairing the Forbidden City, wanted to take on the remaining work at the Yuanming Garden. He tattooed the secret plan plotted by Emperor Guangxu onto his body and entered the Tian Prison under the guise of robbing a money shop to rescue the Grand Secretary. Xu Sandao, a thug from Tianjin, was beaten up by Hong Zhong and his four lieutenants (East, South, West, North Storm) over a territorial dispute. When he found an opportunity to assassinate Hong Zhong, he was mistakenly arrested by detective Fu'ermo as part of the reformist rebellion and thrown into prison.
