Plot Summary:

At the end of the Sui Dynasty, chaos reigned across the land. Various feudal lords declared themselves kings, causing continuous warfare and suffering among the people. In Luoyang, Grand Marshal "Wang Shichong" (played by Leung Ka Yan) was ambitious and sought to seize power by force, manipulating the young emperor "Yang Tong" and eliminating political rivals. He perceived the martial artists across the land as a great threat and thus issued the "Prohibition of Martial Arts Decree." His nephew "Wang Renze" (played by Ji Chunhua) and his adopted son "Wang Renyi," both highly skilled in martial arts, acted as his enforcers. Within a month, many martial arts sects in the Luoyang area, such as Divine Sword Manor, White Ape Holy Hand, Overlord Spear, Dragon Claw Sect, and Silver Hook Sect, were almost completely wiped out! The final target was the peaceful sanctuary of "Shaolin Temple," which remained uninvolved in worldly affairs.

Li Shimin (played by Jimmy Lin), seeking to save the people from turmoil, led an army to attack Luoyang City. Wang Shichong refused to leave the city, and the two armies faced each other across the river. Li Shimin, aiming to achieve his goal, disguised himself along with Qin Qiong and Cheng Yaojin to cross the river and gather intelligence but was captured by Wang Renyi.

Tan Zong (played by Yuen Biao) was the chief martial arts instructor at Shaolin Temple, whose skills were unmatched in the martial world. At that time, Tan Zong sensed that war and chaos had spread throughout the land. To protect the temple and save the people, he created the "Luohan Odd Door Staff Formation." This formation was based on the "Eight Trigrams" and "Five Elements," requiring thirteen participants in total. Twelve commoners, though from different backgrounds, were all driven to despair by the chaotic times. After enduring countless battles and hardships, they harbored deep resentment for their family and national grievances and eventually took refuge in the Buddhist monastic life.
