He Mou, the 14th patient in this city who was diagnosed with H1N1 influenza A, received an administrative warning yesterday for not truthfully completing a health declaration card and not observing the requirement of staying at home after returning to China. His actions resulted in 88 close contacts. This is the first such case in the whole country. The public nicknamed him "Mr. He who freely roams around".
