(Recruitment Prospectus for the National Engineer and Economist Title Evaluation)

With the continuous development of China's market, the continuous improvement of the engineer system, engineers are playing an increasingly important role in all fields. In order to meet market demands and fully mobilize the enthusiasm of professional technicians in economic organizations so they can better serve economic construction, it has been decided to carry out professional technical title evaluation work. Specific matters are notified as follows.

1. Scope and Object

Personnel engaged in professional technical work in private enterprises, Hong Kong, Macao, Taiwan and overseas sole proprietorship enterprises, private science and technology enterprises, and other non-public economic organizations, as well as professional technical personnel under the personnel agency of the city and county talent exchange center, may apply for the evaluation of corresponding professional technical post qualification.

2. Professional Series

The evaluation of professional technical posts in non-public economic organizations temporarily conducts five series: engineering, economics, accounting, statistics, and medicine.

3. Types of Title Evaluations:

Engineer Classification:

Civil construction engineer, building engineer, construction design engineer, environmental art design engineer, construction art design engineer, construction decoration engineer, building construction engineer, building water and electricity installation engineer, fire protection water and electricity engineer, water supply and drainage engineer, surveying engineer, geological survey engineer, building budget engineer, building management engineer, road and bridge engineer, civil engineering engineer, municipal engineer, mechanical engineer, electrical engineer, electrical equipment engineer, computer engineer, automation engineer, mechanical and electrical equipment engineer, electronic instrument engineer, mechanical design engineer, casting design engineer, mechanical manufacturing engineer, mining engineer, water conservancy and hydropower engineer, communication engineering engineer, electronic information engineering engineer, agronomist, horticulturist, lecturer, doctor, pharmacist, nurse, landscape design engineer, ship technology engineer, refrigeration engineer, chemical engineer, heat treatment engineer, HVAC engineer, highway engineer, civil construction engineer, civil construction structure engineer, mechatronics engineer, optoelectronic technology engineer, HVAC installation engineer, cost engineer, construction supervisor engineer, bridge and road engineer, computer and application engineer, electronic technology engineer, electronic information engineer, etc.

Economist Classification:

Economic management, business enterprise management, marketing management, labor wages, agricultural economy, transportation economy, taxation and finance, accountant

4. Material Requirements

In order to ensure the authenticity of the application materials, all materials involving the applicant's education, professional years, exam scores, term of office, personal work ability, main achievements, and rewards and punishments must be verified by the application unit. The following main materials should be submitted according to the required standards:

1. "Professional Technical Post Evaluation Form" (two copies each for intermediate and primary level), attachment form (one copy);

2. Professional papers and business work summaries;

3. Other materials that reflect the applicant's work ability and important achievements;

4. Two copies of academic certificates, two copies of ID cards, eight one-inch color blue background photos, four two-inch color blue background photos.

5. Applicants for intermediate titles must have been born before 1977, and applicants for senior titles must have been born before 1970.

5. Evaluation Method Correspondence, proxy evaluation.

6. Certificate Issuing Authority Personnel Bureau issues the certificate, valid nationwide.

7. Fees

Primary evaluation fee: 1800 RMB; Intermediate evaluation fee: 3500 RMB; Senior evaluation fee: 8000 RMB.

I. Basic Conditions for Economic Series Titles

1. Assistant Economist:

(1) After graduating from junior high school or high school and engaging in economic work respectively for 8 years, 6 years, obtaining the title of economic assistant respectively for 4 years, 2 years; after graduating from secondary vocational school or junior college and engaging in economic work respectively for 3 years, 1 year; after graduating from undergraduate immediately engage in economic work;

(2) Able to conduct business calculations.

2. Economist:

(1) After graduating from junior high school, high school (non-economic major secondary vocational school), economic major secondary vocational school, junior college, undergraduate, and engaging in economic work respectively for 18 years, 12 years, 10 years, 5 years, 3 years. After obtaining secondary vocational school, junior college, undergraduate degree and engaging in economic work respectively for 4 years, 2 years, 1 year, cumulative professional working years reach the above requirements;

(2) Junior high school, high school (secondary vocational school), junior college degree holders who have obtained the title of assistant economist for 4 years, bachelor's degree holders who have obtained the title of assistant economist for 2 years;

(3) Have certain professional theoretical knowledge, able to analyze and summarize economic activities, write professional articles of a certain level.

3. Senior Economist:

(1) Obtained a doctoral degree, obtained intermediate title and engaged in intermediate technical work for more than two years;

(2) Obtained a master's degree, obtained intermediate title and engaged in intermediate technical work for more than five years;

(3) Graduated from university, obtained intermediate title and engaged in intermediate technical work for more than five years;

(4) Personnel who meet the conditions for applying for senior titles in the corresponding series title evaluation.

II. Basic Conditions for Accounting Series Titles

1. Assistant Accountant

(1) After graduating from junior high school, high school (non-accounting major secondary vocational school) and engaging in financial accounting work respectively for 8 years, 6 years, and obtaining the title of accountant respectively for 4 years, 2 years; after graduating from secondary vocational school (accounting major), junior college and engaging in financial accounting work respectively for 3 years, 1 year; after graduating from undergraduate immediately engage in financial accounting work;

(2) Possess basic financial accounting knowledge;

(3) Familiar with and able to correctly implement relevant financial policies and financial accounting regulations and systems, able to handle general financial accounting management work.

2. Accountant:

(1) After graduating from junior high school, high school, secondary vocational school (accounting major), junior college, undergraduate and engaging in financial accounting work respectively for 18 years, 12 years, 10 years, 5 years, 3 years. After obtaining secondary vocational school, junior college, undergraduate degree and engaging in financial accounting work respectively for 4 years, 2 years, 1 year, cumulative professional years reach the above requirements;

(2) Those with associate degree or below who have obtained the title of assistant accountant for 4 years, those with bachelor's degree who have obtained the title of assistant accountant for 2 years;

(3) Proficient in accounting professional theoretical knowledge, able to skillfully apply accounting professional theoretical knowledge and basic skills, with rich financial work experience, able to write professional papers of a certain level;

(4) Able to answer and handle relatively complex problems in implementing financial accounting regulations and systems, with the ability to guide the business work of junior accounting title personnel.

3. Senior Accountant:

(1) Obtained a doctoral degree, obtained intermediate title and engaged in intermediate technical work for more than two years;

(2) Obtained a master's degree, obtained intermediate title and engaged in intermediate technical work for more than five years;

(3) Graduated from university, obtained intermediate title and engaged in intermediate technical work for more than five years;

(4) Personnel who meet the conditions for applying for senior titles in the corresponding series title evaluation.

III. Basic Conditions for Statistical Series Titles

1. Assistant Statistician:

(1) After graduating from junior high school, high school (non-statistical major secondary vocational school) and engaging in statistical work respectively for 8 years, 6 years, obtained the title of statistician respectively for 4 years, 2 years; after graduating from secondary vocational school (statistical major), junior college and engaging in statistical work respectively for 3 years, 1 year; after graduating from undergraduate immediately engage in statistical work;

(2) Have theoretical basic knowledge and business knowledge;

(3) Able to adjust and analyze statistical work, able to draft simple statistical investigation methods, able to write general statistical investigation reports.

2. Statistician:

(1) After graduating from junior high school, high school (non-statistical major secondary vocational school), junior college, undergraduate and engaging in statistical work respectively for 18 years, 12 years (non-statistical major secondary vocational school 10 years), 5 years, 3 years; after obtaining secondary vocational school, junior college, undergraduate degree and engaging in statistical work respectively for 4 years, 2 years, 1 year, cumulative professional years reach the above requirements;

(2) Those with associate degree or below who have obtained the title of assistant statistician for 4 years, those with bachelor's degree who have obtained the title of assistant statistician for 2 years;

(3) Systematically grasp statistical theoretical knowledge and related business knowledge;

(4) Have rich work experience, strong independent working ability, able to draft relevant statistical investigation plans, able to conduct good investigation research and analysis, able to write investigation reports and professional papers of a certain level.

3. Senior Statistician:

(1) Obtained a doctoral degree, obtained intermediate title and engaged in intermediate technical work for more than two years;

(2) Obtained a master's degree, obtained intermediate title and engaged in intermediate technical work for more than five years;

(3) Graduated from university, obtained intermediate title and engaged in intermediate technical work for more than five years;

(4) Personnel who meet the conditions for applying for senior titles in the corresponding series title evaluation.

IV. Basic Conditions for Engineering Series Titles

1. Assistant Engineer:

(1) After graduating from junior high school, high school (non-engineering major secondary vocational school) and engaging in engineering technology work respectively for 8 years, 6 years, obtained the title of technician respectively for 4 years, 2 years; after graduating from secondary vocational school (engineering major), junior college (non-engineering major) and engaging in engineering technology work for 3 years; after graduating from engineering major junior college, undergraduate and immediately engaging in engineering technology work;

(2) Possess basic knowledge of this specialty;

(3) Possess technical working ability in this specialty.

2. Engineer:

(1) After graduating from high school (non-engineering major secondary vocational school), engineering major secondary vocational school and engaging in engineering technology work respectively for 12 years, 8 years, obtained the title of assistant engineer for more than 4 years; after graduating from engineering major junior college, undergraduate and engaging in engineering technology work respectively for 4 years, 2 years, obtained the title of assistant engineer for more than 2 years; after graduating from non-engineering major junior college, undergraduate and engaging in engineering technology work respectively for 6 years, 4 years, obtained the title of assistant engineer respectively for more than 4 years, 3 years. After obtaining secondary vocational school, junior college, undergraduate degree and engaging in engineering technology work respectively for 5 years, 4 years, 3 years, cumulative professional working years respectively reach the above requirements;

(2) Have the ability to independently undertake engineering technology work or management work, able to solve relatively complex technical problems within this specialty;

(3) Know how to read drawings, make budgets, and design;

(4) Technological level, product quality, economic benefits are relatively prominent;

(5) Comprehensive professional theoretical knowledge, able to write professional papers of higher quality.

3. Senior Engineer:

(1) Obtained a doctoral degree, obtained intermediate title and engaged in intermediate technical work for more than two years;

(2) Obtained a master's degree, obtained intermediate title and engaged in intermediate technical work for more than five years;

(3) Graduated from university, obtained intermediate title and engaged in intermediate technical work for more than five years;

(4) Personnel who meet the conditions for applying for senior titles in the corresponding series title evaluation.

V. Basic Conditions for Agricultural Series Titles (Including Animal Husbandry and Veterinary Medicine Specialties)

1. Assistant Agronomist (Assistant Animal Husbandry, Veterinary Doctor):

(1) After graduating from junior high school, high school (non-agricultural major secondary vocational school) and engaging in professional technical work respectively for 8 years, 6 years, obtained the title of technician respectively for 4 years, 2 years; after graduating from agricultural major secondary vocational school, non-agricultural major junior college and engaging in professional technical work for 3 years. After graduating from agricultural major junior college, undergraduate and immediately engaging in agricultural professional technical work;

(2) Possess basic knowledge of this specialty;

(3) Have certain business technical working ability.

2. Agronomist (Animal Husbandry, Veterinary Doctor):

(1) After graduating from junior high school, high school (non-agricultural major secondary vocational school), agricultural major secondary vocational school and engaging in professional technical work respectively for 18 years, 12 years, 8 years, obtained the title of assistant agronomist (assistant animal husbandry, veterinary doctor) for more than 4 years; after graduating from agricultural major junior college, undergraduate and engaging in agricultural professional technical work respectively for 4 years, 2 years, obtained the title of assistant agronomist (assistant animal husbandry, assistant veterinarian) for more than 2 years; after graduating from non-agricultural major junior college, undergraduate and engaging in professional technical work respectively for 6 years, 4 years, obtained the title of assistant agronomist (assistant animal husbandry, veterinary doctor) respectively for more than 4 years, 3 years; after obtaining secondary vocational school, junior college, undergraduate degree and engaging in professional technical work respectively for 5 years, 4 years, 3 years, cumulative professional working years respectively reach the above requirements;

(2) Business theoretical knowledge is relatively comprehensive and solid, able to write professional papers of a certain level;

(3) Correctly use business theoretical knowledge to guide practice, have higher technological level, able to summarize work experience, able to study and analyze technical problems, able to handle technical difficulties, able to undertake technical consultation;

(4) Work performance is relatively outstanding.

3. Senior Agronomist (Animal Husbandry, Veterinary Doctor):

(1) Obtained a doctoral degree, obtained intermediate title and engaged in intermediate technical work for more than two years;

(2) Obtained a master's degree, obtained intermediate title and engaged in intermediate technical work for more than five years;

(3) Graduated from university, obtained intermediate title and engaged in intermediate technical work for more than five years;

(4) Personnel who meet the conditions for applying for senior titles in the corresponding series title evaluation.

VI. Basic Conditions for Health Series Titles

1. Medical (Pharmacy, Nursing, Technology) Assistant:

(1) After graduating from secondary vocational school (medical major) and immediately engaging in this professional work;

After graduating from junior high school, high school (non-medical major secondary vocational school), passing professional training organized by health departments or hospitals at the county level or above, and engaging in this professional work respectively for 6 years, 4 years; traditional Chinese medicine practitioners recognized by health departments at the county level or above, engaging in professional work for more than 4 years; after obtaining a medical care technology professional qualification certificate (graduation certificate) equivalent to secondary vocational school level, and engaging in professional work for more than 1 year;

(2) Understand general basic knowledge of this specialty;

(3) Have general technical operation ability, able to handle auxiliary work of this specialty.

2. Medical (Pharmacy, Nursing, Technology) Doctor:

(1) After graduating from undergraduate and immediately engaging in this professional work

After graduating from junior college and engaging in this professional work for more than 1 year; after graduating from secondary vocational school and engaging in this professional work for more than 4 years, obtained the title of medical (pharmacy, nursing, technology) assistant for 4 years; after obtaining a professional qualification certificate (graduation certificate) of this specialty at the junior college level, and engaging in this professional work for more than 2 years; after graduating from non-medical major undergraduate, junior college, secondary vocational school (high school), junior high school, and engaging in this professional work respectively for more than 4 years, 6 years, 8 years, 12 years, obtained the title of medical (pharmacy, nursing, technology) assistant for more than 4 years, and passed professional training; traditional Chinese medicine practitioners recognized by health departments at the county level or above, engaging in professional work for more than 8 years, obtained the title of traditional Chinese medicine assistant for more than 4 years;

(2) Familiar with professional theoretical knowledge;

(3) Have certain technical operation ability, able to independently undertake normal business work;

(4) Obtain practicing assistant physician, practicing assistant pharmacist.

3. Associate Chief Physician (Chief Pharmacist, Chief Nurse, Chief Technician):

(1) After graduating from undergraduate and obtaining the title of physician (pharmacist, nurse, technician) for more than 3 years; after graduating from junior college, non-undergraduate major undergraduate and engaging in this professional work respectively for more than 4 years, 8 years, obtaining the title of physician (pharmacist, nurse, technician) respectively for more than 3 years, 5 years; after graduating from secondary vocational school, non-major junior college and engaging in this professional work respectively for more than 9 years, 12 years, obtaining the title of physician (pharmacist, nurse, technician) for more than 5 years; after obtaining the undergraduate, junior college, secondary vocational school degree of this major, and then engaging in this professional work respectively for more than 3 years, 3 years, 4 years, cumulative professional working years and term of office respectively reach the above requirements; after graduating from high school (non-major secondary vocational school) and engaging in this professional work for more than 15 years, obtaining the title of physician (pharmacist, nurse, technician) for more than 5 years, and passed professional training; traditional Chinese medicine practitioners recognized by health departments at the county level or above, engaging in this professional work for more than 13 years, obtaining the title of Chinese medicine doctor for 5 years.

(2) Obtain practicing physician, pharmacist qualification;

(3) Master professional basic theory, have systematic professional knowledge, understand domestic advanced technology, able to write professional papers of a certain level;

(4) Have rich business technical work experience, skillfully conduct professional technical operations, able to independently handle relatively complex technical problems, able to guide the business of junior personnel;

(5) Have good work performance, certain social benefits, competent in teaching work.
