A doctor surnamed Shangguan from Cangnan submitted a resignation to his unit, but it was suppressed by the Cangnan County Health Bureau and not processed. His two arbitration applications were rejected, and his two lawsuits against the Health Bureau were also dismissed by the court. The Wenzhou Intermediate People's Court recently made a final ruling on this case, stating that after receiving the resignation application, the Cangnan County Health Bureau unreasonably delayed processing the resignation procedures for a long time, which is clearly illegal. The court ordered the Health Bureau to process Mr. Shangguan's resignation and file transfer within 10 days of the judgment taking effect.

Mr. Shangguan, in his 40s, was once the deputy chief physician at the Third People's Hospital of Cangnan County. In September 2005, he submitted a written resignation report to the hospital. After the hospital agreed, they sent the resignation report to the supervisory department, the Cangnan County Health Bureau, for approval, but the bureau did not process the resignation procedures.

In January 2006, unable to resign successfully, Mr. Shangguan left the hospital. Later, he applied for a transfer from the hospital and received their agreement, yet the Cangnan County Health Bureau still did not approve it.
